Description:
The primary function is to support risk reduction and regulatory compliance with transportation, environmental, health and safety compliance programs associated with re-refinery operations (70%) and H&H Collections Louisianna Operations (30%) to ensure compliance with applicable Federal, state and local legislation and regulation. This position also provides department of transportation, environmental, health, safety and security support for the region.
The EHS Specialist will function as a member of the assigned facilities’ management team and will report to the Director of Regulatory Affairs and dotted line the HSE Sr. Specialist of Marrero. This person will work as a Salaried M-F position with 24 Hour on call responsibility. Hours on occasion could require nights or weekends as activities dictate.
Essential Duties & Responsibilities:
Environmental, Health, and Safety

Develop a culture within the organization where all employees are committed and empowered to carry out corporate HSE initiatives.

Perform routine field verifications of permits and critical safety elements (LOTO, Confined Spaces, Line-Breaking, Hot Work, PPE, and exposure controls) and facility inspections documenting findings, conduct coaching events, and assist operations with developing and executing corrective actions. Conduct field verifications of collections sites at least quarterly.

Maintain action tracking for incidents, audits, employee suggestions, and safety meeting items and verify closeout evidence and effectiveness.

Maintain contractor safety management expectations, (prequalification, orientation, permitting, oversight, participate contractor pre-turnaround meetings) including use of Avetta as the contractor management platform.

Apply PSM-style elements as a management system (even though not PSM covered facility) including MOC, PSSR, procedures, training, competency, mechanical integrity, and compliance audits, scaled to facility hazards.

Exercise stop-work authority when unsafe conditions / practices / behaviors present risk to people, environments, or regulatory compliance. Escalate unresolved HSE risks through site and corporate leadership until resolved.

Maintain SDS Library and chemical inventory documents and verify container labeling and hazcom postings in the work areas.

Support injury / incident investigations by gathering facts, documentations, participate in structured root cause analysis development, and corrective action development and tracking to resolution.

Facilitate Safety Observation Card System and site Safety Committee Meeting (scheduling, meeting cadence, agenda, minutes, action items, and communication of outcomes.

Develop and update training material (slides, PowerPoint, quizzes, etc.)

Support maintenance and compliance of location SPCC and SWPPP programs, documentation, training, and inspections, spill mitigation practices.

Facilitate and support rail car operation’s compliance (field-verification audits, training, spill reduction initiative verification).
Other

Provide EHS assistance to other Vertex facilities as needed either remotely or by visiting sites as needed.

Create and maintain program management systems, in coordination with the Director of Regulatory Affairs to ensure that Vertex Energy Inc., various DOT, Coast Guard, Health, Safety and Environmental certifications, accreditations, and compliance efforts are developed and continuously improved. (Could include PSM, ISO, REACH, OSHA/MIOSHA Voluntary Protection Programs, etc.).
Requirements:
Education and/or Experience:

A college degree (BA/BS) is preferred in occupational safety/health, environmental engineering, environmental sciences, or another related field. Environmental or Health/Safety experience can be used in lieu of a college degree.
- Previous experience at the specialist level is desired.
- 3-5 years of HSE, DOT related experience is required.
- Must be able to effectively interact with all levels within the organization and with external groups such as customers, regulators, and suppliers.
