ASSISTANT SUPERINTENDENT FOR STUDENT SUPPORT SERVICES

Provides leadership in the planning, administration, and evaluation of a comprehensive program of student support services including special education, Title I programs, Title IX, Community Schools, health and wellness, student discipline support, pupil personnel, school counseling, school health, social work, and school psychology. The Assistant Superintendent will also assist principals and school staff in seeking appropriate resources to support students, and will collaborate with directors, supervisors, principals and student services staff to support principals and other school personnel in working with students who experience personal, medical, and social emotional issues that prevent the attainment of academic success in the classroom setting.

ESSENTIAL DUTIES AND

RESPONSIBILITIES MAY

INCLUDE

Assists in developing best practices and programs that will support the physical, mental, and social emotional health of all students.
Serves as a member of the Superintendent's Leadership Team and other committees as deemed appropriate.
Serves as the Superintendent's designee in matters pertaining to student records.
Collaborates with the Title I, Community Schools, and Special Education Programs to coordinate services for students.
Collaborates with Curriculum, Instruction, Assessment and Educational Services to develop strategic plans for all elementary and secondary schools.
Maintains records and develops reports as needed to inform the Superintendent, Board of Education, and Maryland State Department of Education of programs, services, data, and outcomes.
Selects, supervises, directs, delegates and evaluates staff.
Responds to inquiries and requests by the Board of Education and other stakeholders.
Assists with the planning and delivery of effective professional development programs for staff that improve outcomes.
Serves as a liaison to the Harford County courts, juvenile services, social services, community and private agencies.
Addresses appeals related to Title IX, 504, residency, and boundary exception concerns.
Develops and maintains cooperative agreements with other agencies and organizations.
Oversees the development of the annual HCPS student services budget.
Develops HCPS policies and procedures related to student support services in coordination with the general counsel, student support services staff and other stakeholders.
Serves as a member of the General Curriculum Committee.
Oversees the development of the annual Special Education, Community Schools, and Title I budgets.

SALARY

This is a twelve-month position with 20 days of annual leave. Salary range based on GRADE M of the FY 2026-2027 Salary Schedule for Executive Personnel. Starting Salary: $ 199,741 – Maximum Earnings Potential $ 228,381.
Administrators who earn 30 additional credits beyond a Master’s Plus 30 will receive a $3,000 salary differential.
Administrators who earn a Doctorate shall receive an additional salary differential of $500.

FLSA: Exempt

TRAINING AND EXPERIENCE REQUIRED

Master's degree from an accredited college or university in counseling, nursing, pupil personnel, school psychology, social work, or education administration.
Hold or be eligible for a Maryland Advanced Professional Certificate or Advanced Professional License with Superintendent I endorsement required along with certification or licensure within one of the student support services fields, including school counseling, pupil personnel work, school psychology, registered nurse, or related experience in public school administration.
Five years of successful teaching or related experience in school counseling, school psychology, pupil personnel, social work, or school health.
Five years of successful administrative/supervisory experience, preferably within a public-school environment.
Hold and maintain a valid driver’s license to carry out the essential functions of the position.
Demonstrated effective leadership, decision making, and problem-solving skills.
Exemplary administrative performance evaluations.
Knowledge of the Federal and State laws and regulations and HCPS policies and procedures relating to student attendance, records, FERPA, Section 504, special education, child welfare, school health and mental health
Ability to collect, analyze, and interpret data related to attendance, discipline, and student performance.
Demonstrated outstanding interpersonal communication skills with children and adults.
Ability to establish and maintain effective working relationships with students, peers, and parents within diverse communities.
