ANIMAL CONTROL OFFICER
MALDEN POLICE DEPARTMENT
Pay Grade/Class: SPA2/Union
Annual Salary Range: $62,843.89- $69,367.90 (FY24)

POSITION SUMMARY:
The Animal Control Officer (ACO) is a civilian, non-sworn member of the Department that works under the supervision of the Patrol Commander. The ACO has the responsibility for the enforcement of the laws of the State and the bylaws of the City of Malden pertaining to licensing and control of regulated animals. The ACO answers complaints pertaining to dogs and other animals and patrols the city as may be necessary.
ESSENTIAL JOB FUNCTIONS and DUTIES:
- Check the police dispatch log daily to ascertain if there are any complaints to be followed up on.
- Respond to animal complaints requiring action.
- Take appropriate action to pick up and transport dogs to approved animal shelters or animal hospitals.
- Conduct a routine patrol enforcement program.
- Patrol those areas of city where there have been animal complaints or problems and take appropriate enforcement action.
- Require that all dogs be licensed according to MGL c. 140.
- Issue and record fines for the owners of unlicensed dogs found to be in violation.
- Appear in court to testify when necessary.
- Investigate incidents and complaints and file reports as required.
- Conduct follow-up investigation on unresolved complaints or incidents involving animals.
- Impound dogs found to be in violation of leash laws and issue citations to their owners.
- Assist the Massachusetts Society for the Prevention of Cruelty to Animals (MSPCA) in their investigation of animal cruelty cases in the City of Malden.
- May assist/lead educational programs educating the public about wildlife.
- Maintain a rabies certification record program.
- Provide information whenever possible to the media regarding lost or found animals.
- Maintain records and files of all necessary data as required by all of the above duties and responsibilities.
- Maintain the Animal Control vehicle and facility in good working order and in a clean condition.
- Overseeing the maintenance and repair of all vehicles in the fleet.
- Developing and implementing preventive maintenance schedules for all vehicles by assisting the Administrative and Operations Manager.
- Coordinating with vendors to ensure timely repair and maintenance work is completed.
- Monitoring fleet performance and reporting on vehicle downtime, maintenance costs, and other metrics at the direction of the Administrative and Operations Manager.
- Ensuring compliance with all safety regulations and standards related to fleet maintenance.
- Inspecting and maintaining the safety and efficiency of vehicles for various industrial operations and services (for fleet mechanics).
- Make sure vehicles are clean at all times.
- Perform other related duties and tasks assigned by proper higher authority.
Qualifications:
Education & Experience: A High School Diploma or the equivalent is required, supplemented by at least one (1) year experience in the care and handling of animals, preferably with public contact work experience, or an equivalent combination of training and experience.
Special Requirements: Possession of a valid Massachusetts driver's license.
Knowledge, Abilities and Skill:
Knowledge: Good knowledge of the laws, by-laws, and regulations governing the impounding, care, sale, and destruction of animals. Good knowledge of the methods, procedures, and equipment used in the capture and impounding of animals. Good knowledge of the feeding, kenneling, and general care of animals. Good knowledge of animal diseases and their symptoms. Good knowledge of the habits and characteristics of animals. Good knowledge of the city geography.
Abilities & Skills: Ability to work with and for the general public under adverse conditions. Ability to establish and maintain effective working relationships with other employees and the public. Ability and desire to work with animals. Ability to operate automotive equipment. Ability to perform work requiring good physical condition. Ability to maintain records and prepare routine reports. Ability to express oneself clearly and concisely, orally and in writing. Skill in the use of appropriate equipment and in the care of tools and facilities.
