Town of Edgartown Assistant Beach Director ($31.22-$44.44)

The Town of Edgartown is seeking an Assistant Beach Director to assist with the daily management, operation, and maintenance of Town beaches and park facilities. This 40 hour / week position works under the direction of the Beach Director and Parks Commission, and combines hands-on field work, beach safety, regulatory compliance, and facility and equipment maintenance. The role requires public interaction with beach patrons and over-sand vehicle users regarding beach access, assists with installation and removal of OSV corridor fencing, and assists in the supervision of seasonal staff. Applicants should maintain a valid Massachusetts drivers’ license, a high school diploma or equivalent, and experience performing hands-on maintenance and vehicle operation.

Assistant Beach Director

DEFINITION

Position provides technical, administrative, and laboring work to the Beach Director in managing the beaches and other recreational properties under the jurisdiction of the Parks and Recreation Department.

ESSENTIAL FUNCTIONS

The essential functions or duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.

Possess the ability to explain applicable statutes and by-laws which regulate the control of parking and beach access, use of Town of Edgartown regulated beach recreational areas; advises individuals on specific state laws, town by-laws, codes and rules or regulations regarding such use or access; issues verbal warnings to violators;

Communicates orally and in writing effectively to co-workers, superiors, the general public, other town departments, other governmental agencies and others;

May be required to attend meetings and participate in discussion on matters affecting Park Department programs;

Inspects, or is responsible for assigning staff to inspect, Town of Edgartown staffed beaches daily to ensure compliance with safety, town by-laws and other regulations;

Inspects and performs routine maintenance of Town owned equipment and facilities;

Assists in planning for and installation and subsequent removal of OSV corridor fencing and installation of suitable habitat symbolic fencing;

Provides limited enforcement of beach rules and regulations; ability to contact the appropriate authorities as needed for assistance;

Installs and performs routine maintenance of signage, pedestrian boardwalks and walkways, interpretive signs and alike;

Performs a variety of related duties.

SUPERVISION RECEIVED

Under general direction, employee assists with plans and prioritizes the majority of routine day to day operations. The employee is expected to solve most problems of detail or unusual situations by adapting methods or interpreting instructions accordingly. Works under the administrative direction of the Beach and Recreation Director and the Parks Administrator in accordance with established town policies and applicable state and laws and regulations.

SUPERVISION EXERCISED

Employee may assist with analyzing program objectives, determining the various departmental work operations needed to achieve them, estimating staff resources required reporting periodically on the achievement and status of the program objective; and recommending new goals. Employee may also recommend changes in day to day operations and may assist in developing plans for achieving short and long-range objectives. At times the employee may delegate authority to subordinates and hold them responsible for the performance of their unit’s work. The employee may be called upon to review work in terms of accomplishment of program objectives and prepare progress reports.

ACCOUNTABILITY

Employee is accountable for their and their subordinates' work. Consequences of errors, missed deadlines or poor judgment could result in excessive costs, delay of service delivery, or legal repercussions, threaten the safety of the environment, natural resources, health and safety of the public and cause adverse public relations and opinions.

JUDGMENT

The work requires examining, analyzing and evaluating facts and circumstances surrounding individual problems, situations or transactions, and determining actions to be taken within the limits of standard or accepted practices. Guidelines include a large body of policies, practices and precedents which may be complex or conflicting, at times. Judgment is used in analyzing specific situations to determine appropriate actions. Requires a basic understanding of state and local regulations, guidelines or recommendations.

COMPLEXITY

The work consists of the practical application of a variety of concepts, practices and specialized techniques relating to a professional or technical field. Assignments typically involve evaluation and of factors, conditions or unusual circumstances; inspecting, testing or evaluating compliance with established standards or criteria; gathering, analyzing and evaluating facts or data using specialized fact finding techniques; or determining the methods to accomplish the work.

NATURE AND PURPOSE OF CONTACTS

Relationships are primarily with co-workers, the public, groups and/or individuals such as peers from other organizations, and representatives of professional organizations involving frequent explanation, discussion of practices, procedures, regulations or guidelines in order to coordinate work efforts, or assisting superiors and managing partners in the resolution of operating problems. More than ordinary courtesy, tact and diplomacy may be required to resolve complaints or deal with hostile, uncooperative or uninformed persons.

Employee has access to limited sensitive and confidential information in the performance of their duties and is expected to treat it as such.

EDUCATION AND EXPERIENCE

High School diploma or GED, with supervisory experience. Knowledge of operations of beaches with OSV and pedestrian access and listed and non-listed shorebirds a plus. Additional training or education preferred; or any equivalent combination of education and experience. Must have a valid U. S. Driver’s License.

KNOWLEDGE, ABILITY, AND SKILLS

Must have basic knowledge of all applicable state, local and regulations guidelines and recommendations and/or to be able to defer to supervisors or other departments or organizations assisting in beach management operations.

Must have the ability to effectively communicate verbally and in writing. Must be able to operate office equipment; work effectively with the public and town departments.

Must have the ability to perform multiple tasks simultaneously; manage programs and activities.

WORK ENVIRONMENT

Work is frequently performed outdoors, with exposure to various weather conditions. Administrative tasks are conducted in an office. Incumbent may be required to work beyond normal business hours and/or on weekends of days off during cyclic periods. Maybe be called out for emergencies.

PHYSICAL, MOTOR, AND VISUAL SKILLS

Physical Skills

The work involves sitting, standing, walking and stooping. May be required to lift objects weighing up to 30 pounds. When in the field it is required to traverse various topographies.

Motor Skills

Duties are largely mental rather than physical, but the job may occasionally require minimal motor skills for activities such as moving objects, using office equipment, including but not limited to telephones, personal computers, handheld technology, and other office equipment.

Visual Skills

Visual demands require routinely reading documents for general understanding and analytical purposes.
