The Assistant Nurse Manager, Patient Flow is responsible for facilitating the fulfillment of the VA Northern California Health Care System's mission, vision, values, and strategic direction within the Patient Flow department and as a member of the NCHCS leadership team. The incumbent is an important facilitator of interdisciplinary effectiveness and communication that reaches outside of the department towards applicable community resources and relevant program offices within the Veterans Health Administration. The incumber is member of the team caring for a diverse group of Veterans in various stages of the life cycle. The incumbent executes position responsibilities that demonstrate leadership, experience, and creative approaches to management of complex patient care. The incumbent is responsible for the documented outcomes at the program or service level.
Major duties include, but are not limited to the following:
- Provide leadership and service excellence in patient throughput with oversight of the day to day operations of the Patient Flow Department. Leadership responsibilities also include personnel management for Utilization Management, patient placement staff, Nurse Supervisors and patient support services, (i.e., intermittent and float pool staff).
- Direct the system-wide Bed Management System (BMS) and Emergency Department Integration System (EDIS) including integration with other support departments. You will provide appropriate reports to monitor patient throughput initiatives within the organization.
- Collaborates with all disciplines to ensure that the discharge/transfer of patients is achieved in a way that meets the needs of the patient and complies with priorities for action targets.
- Collaborates with clinical teams in ensuring that all patients requiring admission are placed in the most appropriate clinical environment available within the four-hour standard.
- Demonstrates competence in current knowledge of specific unit placement criteria (i.e., BMS, EDIS).
- Analyzes performance of patient throughput systems and protocols using critical thinking skills.
- Demonstrates and communicates commitment to performance improvement through unit-based teams and a culture of engagement.
- Standardize communications and expectations across disciplines Establish and enforce standard work for nursing care that is consistent, clear, and available to staff.
- Utilizes patient flow technology to help teams focus on common goals. Ensures that appropriate resources and processes are in place to manage and maintain new technologies.
- Responsible for direct coordination of staffing, physical facilities, supplies and equipment for nursing services to patients on a 24 hour, 7 day a week basis.
- Manages the delivery of quality patient care, including accurate and appropriate documentation, employees clinical/performance competency and continuous National and VANCHCS Performance Improvement Measures, consistent with VANCHCS mission.
- Accountable for successfully building and reinforcing essential programs. Serves as a change agent and actively participates in systematically evaluating existing programs, planning new programs, and implementing changes in clinical standards of care. Implements action plans to effect positive change.
- Oversees and monitors employee's adherence to VHA Privacy/HIPPA and Information Security
- Responsible for retention and recruitment of highly skilled nursing staff, monitoring changes in work flow, technical and equipment needs, and ensuring a workforce that can adapt to a rapidly changing environment.
- Provides oversight to ensure that standards of practice are met within the department. Assures nursing competencies are developed and implemented to ensure competence in providing care.
- Responsible for ensuring employees complete mandatory annual and on time facility and nursing training and reviews within mandated time frame.
- Responsible for ensuring annual appraisals/proficiencies are completed, communicated to the employees and submitted in a timely manner.
- Manages and reinforces VANCHCS time and leave policies. Ensures time management procedures are followed accurately. Assists manager in approval of personnel timecards, leave requests, and monitor leave usage

Basic Requirements:
- English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
- Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master's level bridge program in nursing who have completed coursework equivalent to a bachelor's level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD).
- Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.)
