Performs difficult technical and administrative work planning and performing tasks necessary to operate wells to provide water; participates in wastewater treatment and operations, maintenance and repair the distribution and collections systems; and general public works maintenance.
Employees in this class perform a wide variety of utility system operation, maintenance and repair work as well as maintenance and repair of Town streets and facilities. Employees may be accountable for serving as Operator in Responsible Charge of the Town’s well water and/or distribution system and participating in operation, maintenance and repair to the wastewater treatment and collection system. The employees also participate in cleaning sewer lines, and operation of heavy equipment for facility landscape maintenance and streets and stormwater system maintenance in addition to utilities work. The employees participate in preparation of digital records and maintain a variety of records and reports. Work subjects employees to extreme hot and cold weather, and exposed to various hazards such as loud noises, moving mechanical parts, electrical current, chemicals, fumes, odors, dusts, mists, poor ventilation, and oils. Work that brings the employees in contact with sewage may subject them to compliance with OSHA standards on blood borne pathogens. Employees are also subject to on-call and call back work. Work is evaluated through conferences and reports and the maintenance and operation and overall effectiveness of the wastewater system.
Participates in operation, maintenance and repair to the Town’s wastewater treatment and collection system and well water and distribution system; may serve as Operator in Responsible Charge or back up ORC for any of these systems; prepares and reviews a wide variety of records and reports required for regulatory compliance including possibly Consumer Confidence Report and monthly monitoring reports; takes samples and tests for chlorine residual, phosphate, and other parameters; sends samples to contract lab for other tests; performs distribution system sampling.
Participates in operation, maintenance and repair to wastewater treatment plant and wells, pumping and lift stations; water and sewer lines, hydrants and valves; rakes bar screens, observes and monitors plant operations; takes pump readings; reads various charts, graphs, gauges, and meters; computes from readings and records the volume pumped; pulls pumps and removes rags from impellors; replaces floats; cleans and replaces chemical feed pumps.
Repairs water and sewer lines; repairs leaks; locates and marks underground utilities; repairs valves and hydrants; reads, repairs and replaces meters; connects and disconnects utility services.
Participates in collection of yard waste and furniture and appliances; delivers and replaces garbage cans.
Participates in landscape, street, stormwater and other infrastructure maintenance and repair; performs occasional semi skilled trades work such as flooring repair, electrical, plumbing, carpentry and painting; installs walls and molding; builds ramps and porches for pop up shops; installs light fixtures; installs or replaces plumbing fixtues; performs asphalt patching; cleans stormwater grates and ditches.
Operates a variety of heavy equipment including back hoe for digging down to water and sewer lines, and jet rodder for cleaning sewer lines.
Participates in locating underground water and sewer lines and marking them for other contractors.
Engages with the public as needed to address issues and problems; investigates possible leaks and high water bills.
Performs a variety of landscape maintenance including mowing, trimming, edging, mulching and weeding.
Installs and repairs street signs.
Maintains logs, inputs data, maintains records and prepares reports; completes work orders.
Backs up other staff as needed.
Performs related work as required.
Knowledge of the principles and practices of wastewater and/or well water treatment and collection and distribution systems operation, laboratory analysis, maintenance and repair.
Knowledge of federal, state, and local laws, ordinances and regulations governing the operations of utility systems.
Knowledge of the application of information technology to operations, laboratory analysis, preventive maintenance programs and reporting.
Considerable knowledge of hazards and associated safety practices associated with the work including confined space entry and chemical safety.
General knowledge of public works and utilities infrastructure maintenance and repair.
Some knowledge of the Town’s purchasing and personnel policies and procedures.
Skill in the operation of heavy construction equipment.
Skill in teamwork, customer service excellence, and collaborative conflict resolution.
Ability to research and prepare technical reports.
Ability to establish and maintain effective working relationships with town officials, other public officials, employees, contractors, and the general public.
Ability to communicate effectively orally and in writing, and to make public presentations.
Must be able to perform the basic life functions of walking, standing, fingering, talking, climbing, balancing, stooping, kneeling, reaching, walking, pushing, pulling, lifting, grasping, and hearing.
Must be able to perform medium work exerting up to 50 pounds of force occasionally; and/or up to 20 pounds of force frequently; and/or up to 10 pounds of force constantly to move objects.
Must possess visual acuity to inspect plans, designs, and written reports, prepare
and analyze figures and data, read measuring devices, and operate a computer terminal.
Graduation from a community college with coursework in chemistry, biology, mechanical maintenance, environmental sciences, or related field preferred, and experience with water and wastewater utility systems; or an equivalent combination of education and experience.
Possession of a valid North Carolina driver's license.
May require possession of grade I wastewater treatment plant operator certification.
May require possession of grade C Well system operator certification.
May require or prefer possession of collection or distribution system certifications.
