PRIMARY PURPOSE:
Provide leadership and expertise in curriculum and instruction with a focus on academic rigor and college readiness for all students. Provide leadership to the district’s instructional program by guiding, directing and monitoring the delivery of instructional services to students. Direct and coordinate broad Curriculum and Instruction activities having as their purpose the planning, development and implementation of policies, programs and practices in support of the academic design and delivery, professional development, staff training and student support functions of the District. Provide counsel and assistance to other executive staff members and other divisions of the district. Actualize the goals of the Board of Trustees and the Superintendent of Schools through district-wide planning, direction, program initiatives, benchmarking and continuous improvement. Achieve the mission of refocused support and delivery of services to schools through coordination and supervision of staff departments. Commitment to leadership of the district’s strategic plan. Advocate for programs that serve the whole child: the social, physical and emotional needs of students as well as their academic needs.

Minimum: $ 581.77
Maximum: $ 811.69
Note: Starting pay for a new hire in a pay range plan will be determined individually based on each person's job-related experience and salaries paid to peer employees in the same position with similar experience.
MAJOR RESPONSIBILITIES AND DUTIES/ESSENTIAL FUNCTIONS:
- Assist in the development, implementation and coordination of policies and programs covering reading/language arts, mathematics, science, social studies, early childhood programs and other initiatives related to core academic areas.
- Assist in the development, implementation and coordination of policies and programs covering fine and performing arts, health and physical education, library and media services, after school programs, instructional technology and other enrichment programs which provide a balanced program throughout the district.
- Monitor the development, implementation and coordination of policies and programs covering bilingual, English as a Second Language and other programs related to English language learners.
- Monitor the development, implementation and coordination of policies and programs covering college and career programs including International Baccalaureate (IB), career and technical education, Advanced Placement, dual credit and other programs related to college and career readiness.
- Monitor the operations of special education, 504, dyslexia and related services.
- Monitor the operations of counseling and other student support programs which meet the needs of the students, parents and community.
- Monitor the operations of Professional Development including Instructional Training and Development, Support Staff Training and other professional development programs, meeting the needs of participants.
- Monitor the planning, prioritization, compliance, documentation and reporting requirements for the use of state and federal funds.
- Keep informed about current legislation, educational developments, literature and research in Instructional Services by participating in state and national professional organizations; attend appropriate conferences and staff development sessions; disseminate professional information and materials to staff and schools.
- Assist in the coordination of all instructional programs, articulate curriculum across grade levels and subject areas; work with principals and staff to ensure that state and district guidelines are followed in establishing curriculum for students, interpret analyses of instructional programs and materials; and recommend changes and improvements as needed.
- Direct the preparation of curriculum documents, instructional guides, instructional materials, procedures for implementation, and assessment, grading and reporting; supervise the analysis and adoption of new textbooks; direct curriculum alignment to state assessments and the integration of academics and career and technology education.
- Use objective data on student achievement, both from external research studies and from the district’s own evaluation studies, to eliminate or refine existing instructional programs and implement new programs.
- Provide active leadership to staff in synthesizing and applying known best practices and future trends – both research and authoritative opinion – in instructional services, media and instructional assessment to the continuous improvement of the quality of instruction in the schools.
- Analyze and interpret empirical data from test results, the use of structured professional observations and other reliable sources to determine the levels of curriculum knowledge and implementation by instructional staff.
- Facilitate desegregation of campus data; diagnosis of campus instructional needs; problem solves with school principals in areas identified; assist campus planning to address areas of need and technical support.
- Provide oversight and direction for the vertical feeder pattern process; plan with associate superintendent on vertical team sharing sessions to provide consistent implementation of campus and district needs for instruction, programs, staff development, analysis of data, technical assistance, etc.
- Provide direction for staff development to ensure that the district’s staff members grow in their professional knowledge and instructional competence through formal and informal training.
- Ensure reasonable uniformity among schools with respect to those practices and/or procedures which must be executed in a consistent manner districtwide.
- Provide orientation to new principals regarding district policy, procedures and protocol; ensure campus level procedures align with District policy and District administrative procedures.
- Ensure that state and district guidelines are followed in establishing course offerings for students at all levels of instruction.
- Examine the working climate of the division of Instructional Services and its work with the schools; promote the continuous enhancement of a climate conducive to open communication and productive work.
- Work with administrators in Instructional Services to plan, staff, implement, and evaluate all summer school programs.
- Monitor and assist principals and work with Directors/Coordinators with implementation and review of special needs programs at all levels.
- Visit every campus to survey campus and principal needs; monitor and provide support in the Site Based Shared Decision Making (SBSDM) process on each campus; observe actual classroom teaching performance of teachers in order to gather data for program evaluation and refinement.
- Develop training of Instructional Leadership Teams and assist with the appropriate implementation of site-based decision-making.
- Coordinate with HR department on the preparation of student projections, enrollment and staffing assignments for all schools.
- Administer the development and monitoring of the district’ long-range strategic plan for improvement; provide guidelines, and assistance to principals in the development of Campus Improvement Plans.
- Administer the Education Foundation grant application process.
- Assist the Superintendent with the Leaders in Education Assembly for the District (LEAD).
- Administer and direct the preparation and presentation of proposals for educational initiatives, required applications, plans and reports for the Superintendent of Schools and prepare agenda items for the Board of Trustees, Campus Performance Objectives and response(s) to TEA.
- Direct and supervise the preparation and monitoring of the budget for the division of Instructional Services; work closely with staff assigned to administer other budgets for special programs, grants, or areas of emphasis.
- Promote a positive tone for school/community relations by fostering collaborative educational efforts.
- Coordinate, supervise and evaluate the work of administrative personnel in assigned Instructional Services areas; provide assistance to the Superintendent in the evaluation of principals.
- Provide input for district direction as a member of the Superintendent’s Executive Team; work with other members of the Executive Team to coordinate activities related to their areas of responsibility.
- Keep the Superintendent informed of all projects or initiatives undertaken and of directives or requests received internally or externally for Instructional Services.
- Follow McAllen ISD customer service standards.
Perform other duties assigned by the immediate supervisor (primary evaluator).
