Full Job Description

Under general administrative direction, assists the City Manager in planning, implementing, directing, and overseeing the activities and operation of the City of Alamo; works with department heads to coordinate their efforts toward the achievement of their departmental goals and objectives of the City government as a whole. Duties include exercising leadership with department heads and advising the City Manager in the determination of program needs, the preparation and presentation of programs for approval by the City Manager and the City Commission, and the coordination of the implementation of approved programs. The Assistant City Manager exercises considerable initiative and independent judgment in representing the City Manager and exercises delegated representative authority overdepartment heads and work is subject to evaluation on the basis of results obtained.

Essential Job Functions:

Works with City Manager and department heads in planning organizing, coordinating, and implementing programs affecting areas of responsibility;
Coordinates with Directors of City services on matters affecting their areas of responsibility;
Briefs the City Manager on issues of concern in the departments and functions in assigned area of responsibility to assure proper action;
Meets and corresponds with various citizen, professional, business and other groups to answer questions and secure their help in carrying out various programs;
Directs, coordinates, and participates in the City’s overall budgeting process;
Reviews results of major studies and coordinates the preparation of reports and recommendations;
Confers with employees on grievance matters;
Confers with officials of City, county, state and federal agencies regarding plans and priorities for existing and planned programs;
Maintains regular and reliable attendance
May act for and on behalf of the City Manager
All other duties as assigned

Required Knowledge, Skills and Abilities:

Knowledge of:

Principles and practices of public administration and municipal government.
Operations, services, and activities of a municipality.
Principles and practices of program development and administration, including social, political, and environmental issues influencing program administration and development.
Principles underlying the laws and regulations of the municipality.
Decision making techniques.
Principles and practices of fiscal and strategic planning.
Principles and practices of municipal budget preparation and administration.
Pertinent federal, state, and local laws, codes and regulations.

Ability to:

Assist in providing effective leadership to a growing and complex organization.
Participate in the development, implementation, and administration of City-wide goals, objectives, policies, procedures, work standards, and internal controls.
Plan, organize, direct, and coordinate the work of staff.
Prepare and administer budgets.
Analyze and assess programs, policies, and operational needs and make appropriate adjustments.
Present proposals and recommendations clearly and logically in public meetings.
Work on multiple, concurrent projects with strict deadlines and frequent interruptions.
Select, supervise, train, and evaluate staff.
Delegate authority and responsibility.
Establish and maintain effective working relationships.
Respond and perform assigned duties in the event of a City-declared emergency.

Physical Demands:

Little to moderate physical activity in an office environment.

Education:

A Bachelor’s degree from an accredited college or university with major coursework in public administration, business administration, or a related field. A Master’s degree in a relate a field is desirable.

Experience:

Five years of increasingly responsible experience in municipal management positions with authority for program direction and budget administration, is required. A combination of experience and education which meet the minimum requirements may be substituted.
