Rogue Workforce Partnership (RWP) is a non-profit organization that drives workforce development across Jackson and Josephine Counties. Through Southern Oregon Youth Works, RWP connects young job seekers with equitable access to career training, skill-building, and employment opportunities in the Rogue Valley.

ROLE OUTLINE

Working closely within a team setting under the direction of the Youth Program Manager, the Youth Program Coordinator is responsible for delivering WIOA Youth and other grant-funded workforce services to young people aged 16–24. The coordinator will deliver career coaching, case management, job readiness training, and work-based learning opportunities to help youth successfully transition into employment or post-secondary education.

The Youth Program Coordinator will work closely with youth participants, community partners, employers, and educators to ensure youth have access to the necessary resources to achieve their career goals.

RESPONSIBILITIES

Service Delivery & Case Management

Provide individualized career coaching to youth participants, helping them assess career interests, set goals, and explore employment and education opportunities.
Assess youth interests, skills, and career goals to develop Individual Service Strategies (ISS) and action plans.
Support youth in developing workforce readiness skills, including resume writing, interview preparation, job search strategies, and soft skills development.
Assist youth in identifying and accessing training opportunities, including apprenticeships, internships, and workbased learning experiences, to gain handson experience.
Coordinate and facilitate job placement efforts, ensuring that youth are prepared for and supported in entering the workforce.
Assist with workforce readiness workshops on job search strategies, resume writing, interview preparation, financial literacy, and workplace professionalism.
Support youth in navigating employment and training systems, including community college programs, shortterm certifications, and onthejob training opportunities.
Connect youth with supportive services such as transportation, childcare, housing assistance, and mental health resources to reduce barriers to participation.
Engage youth in paid work experiences, internships, and job placements, coordinating with employers and training providers.
Monitor participant progress and maintain detailed case notes to track career milestones, certifications, and employment outcomes.
Provide case management services to youth participants, tracking their progress toward educational and employment goals, and providing necessary support services (e.g., transportation, childcare).
Guide youth through program enrollment processes, ensuring eligibility and accurate data entry into systems such as ITrac and other MIS systems.
Monitor youth participation and provide ongoing followup to ensure engagement and successful program completion.

Program Coordination & Compliance

Enroll and track youth participants in WIOA Youth and other grantfunded workforce programs, ensuring eligibility verification and compliance with federal regulations.
Monitor key performance metrics related to enrollment, job placements, credential attainment, and work experience completion.
Ensure accurate data entry and documentation in workforce tracking systems (ITrac, Smartsheet, dashboards, etc.).
Assist in the development of youth program materials, training content, and participant resources to enhance engagement and service delivery.
Assist in program reporting, audits, and grant documentation to maintain compliance with funding requirements.
Support continuous improvement efforts by identifying challenges and recommending program enhancements.

Employer Engagement & Work-Based Learning

Maintain partnerships with local employers to create workbased learning opportunities, internships, and job placements for youth participants.
Coordinate with industry partners to ensure that training and career opportunities align with regional workforce needs.
Work with employers to provide mentoring, job shadowing, and career exploration opportunities for youth participants.
Participate in employer panels, career fairs, and jobreadiness workshops to connect youth to career opportunities.

Outreach & Community Engagement

Promote workforce programs for youth, parents, schools, and community organizations to increase participation.
Participate in community presentations and outreach activities to engage disconnected and underserved youth populations.
Support recruitment efforts for youth interested in workforce training, apprenticeships, and career pathway programs.
Engage with youth advisory groups and leadership programs to elevate youth voices in workforce development initiatives.

Financial and Quality Assurance

Maintain and track prepaid payment card inventory
Reconcile client payments with client records, tracking system and accounting.
Reconcile obligations tracking system.
Coordinate with accounting to maintain efficient and accurate accounts payable.

EXPERIENCE & TRAINING

Three to five years of professional work experience, including coordinating projects, programs, or related duties.
Experience working directly with atrisk youth, disconnected youth, or youth experiencing barriers to employment.
Experience in case management, career coaching, and working with youth to achieve employment and education goals.
Knowledge of WIOA Youth Program requirements, including eligibility, compliance, and reporting standards.
Experience with data entry, performance tracking, and reporting.
Ability to build professional relationships to facilitate workbased learning and career opportunities for youth.
Any equivalent combination of experience and training/education which provides the knowledge, skills, and abilities to perform the essential functions of the job.
Demonstrated data entry and data analysis experience.
Bachelor’s degree in Human Services, Education, Social Work, Business, or a related field (or equivalent combination of education and work experience)

KNOWLEDGE & PROFICIENCY

Program coordination methods, tools, and systems.
Data collection and analysis for managing performance and generating business reports and metrics.
Knowledge of public employment and training programs, and related community resources
Privatesector business practices
Business communications tools, methods, and practices
Excellent written and oral communication skills
Computer Skills Microsoft Office Suite and others
Proficiency in using technology such as online meeting platforms and Microsoft Office programs, with the ability to troubleshoot basic technical issues on a personal computer
Apply critical thinking, problemsolving/solutionbuilding and system thinking skills in all aspects of leadership responsibilities.
Work effectively as a team member and apply emotional intelligence competencies.
Establish, cultivate, and maintain excellent relationships with other workforce partners.
Convene and facilitate work teams consisting of leaders from business, education, and/or workforce organizations.
Selfdirected with ability to create innovative solutions that identify, aggregate, anticipate and satisfy customer workforce and talent development needs.

WORK ENVIRONMENT

Work is generally performed in an office environment. Some travel and fieldwork required. Responsibilities may require work outside of traditional work hours.

PHYSICAL REQUIREMENTS

The Program Coordinator must be able to perform the essential functions of the classification with or without reasonable accommodation.

DRIVING

Requires reliable transportation and a valid driver's license for travel within Jackson and Josephine Counties (for school visits, partner meetings, and events). Occasional regional travel for training or conferences may be required.

COMPENSATION

Commensurate with experience, skills, and performance. $55k - $65K annual salary.

REQUIREMENTS

Must be eligible to work with youth, including passing required background, fingerprint, and safety checks upon hire.
