Full Job Description

The Housing Navigator – Housing Partnerships is a key member of a multidisciplinary team of ACCESS staff and community partners dedicated to addressing the housing and supportive service needs of individuals and families. This position leads and supports efforts related to housing identification, navigation, and lease-up processes to secure stable housing opportunities for program participants. The Housing Navigator works collaboratively with participants, case managers, partner agencies and landlords to expedite housing acquisition. This role also may provide mediation and problem-solving support to address landlord-tenant concerns, promote housing stability, and ensure long-term tenancy success.

Position Duties & Responsibilities

Create, maintain, and support the housing portfolio process with detailed information to assist in matching program participants with suitable housing options.
Provide housing search assistance for eligible referred program participants.
Support participants and case managers at ACCESS and partner agencies throughout the housing search, application, and placement process, including property viewings, application assistance, document collection, and lease signings.
Track referred individuals and families and ensure continued progression through the housing process.
Attend recommended training and conferences to ensure the development of the knowledge base.
Help program participants identify potential neighborhoods where they wish to live, conduct housing searches in said areas and negotiate with potential landlords on behalf of the participants.
Establish and maintain relationships with landlords, property management companies.
Assist in the processing and submission of applications for housing (subsidized and unsubsidized).
Conduct inspections of potential permanent housing units where program participants will reside.
Collaborate with program participants’ case manager to ensure seamless services and resolve any potential issues.
Complete Rent Well Certification and participate in Rent Well Trainings
Provide tenant education including Tenant rights and responsibilities, housing discrimination and communication with landlords.
Document and maintain up-to-date information on services provided to participants in the Homeless Management Information System (HMIS) when necessary.
Participate in staff meetings as assigned. Prepare regular activity reports.

Position Requirements

Belief in ACCESS’ mission to provide food, warmth, and shelter to those in need.
At least 1 year experience working with vulnerable populations.
Have a basic understanding of property management and tenant law.
Excellent computer skills including proficiency in software programs including but not limited to Microsoft Office products and web-based applications.
Excellent oral and written communication skills including interpersonal skills.
Demonstrated organizational skills and attention to detail.
Must be able to multitask in a variety of areas.
Demonstrated ability to work effectively with customers and co-workers, sustain client and interdepartmental confidentiality.
Ability to maintain a professional demeanor while working with people that are in difficult situations.
This position is required to have a work issued cell phone (in lieu of a cell phone other similar options are available per the agency Cell Phone Election Form).
A valid Oregon driver’s license with a record that is acceptable under ACCESS’ insurance policies.
