Full Job Description

Job Description:

The primary function of this role is to support the development, expansion, and maintenance of the Rios Health Plan (RHP) and Rios Southwest Medical Group (RSWMG) networks, including IPA and Sub-IPA contractual relationships.
This position is responsible for participating in the planning, development, negotiation, implementation, and ongoing maintenance of IPA, Sub-IPA, provider, ancillary service, specialist, hospital, and other network-related agreements.
The Contracting Department Manager actively participates in the daily operations of the Contracting Department, including contract negotiations, network development, contract implementation, and monitoring compliance with applicable contractual obligations.
The position works collaboratively with executive leadership, including the CEO, Director of Operations, and other designated leadership, to support organizational growth, network adequacy, contractual compliance, and strategic expansion goals.

Minimum Requirements:

Must have experience in Health Plan/IPA/MSO-level contracting.
Knowledge: In-depth knowledge of managed care contracting principles, applicable laws and regulations, and Medicare, Medi-Cal, and Commercial health plan operations. Knowledge of Plan-to-Plan, RKKL, provider, IPA, Sub-IPA, ancillary, specialist, and hospital contracting; contract rate structures and reimbursement methodologies; contract development and implementation; and negotiation techniques and strategies.
Experience: Minimum of five (5) years of professional experience in managed care contracting, including provider, ancillary, IPA/Sub-IPA, hospital, and/or health plan contract negotiations.
Education: Bachelor’s degree in health care administration, business administration, or a related field preferred; equivalent relevant professional experience may be considered.

Responsibilities:

Oversees and maintains professional working relationships between RHP/RSWMG and contracted IPAs, Sub-IPAs, providers, hospitals, ancillary providers, and other contracted entities, and responds to provider, IPA, health plan, and other contractual matters as appropriate.
Attends Contracting Department meetings, IPA/Sub-IPA meetings, health plan Joint Operations Committee (JOC) meetings, and other operational or contracting meetings as required.
Reviews contracts and provides input and recommendations regarding contractual terms, reimbursement arrangements, operational requirements, and other provisions negotiated by or on behalf of RHP/RSWMG.
Develops and maintains network growth goals and projects designed to expand the RHP/RSWMG network, including obtaining new IPA and Sub-IPA contractual relationships and assisting with hospital, specialist, ancillary, and other network agreements.
Prepares and provides a monthly network development and contracting progress report identifying contracting activity, pending agreements, completed agreements, barriers, follow-up items, and progress toward established network goals.
Responsible for IPA and Sub-IPA negotiations and for developing and maintaining networks within assigned areas, with an emphasis on Los Angeles, San Bernardino, Riverside, and San Diego Counties, and any additional county or state into which RHP/RSWMG expands.
Assists with audits, regulatory reviews, health plan requests, network development projects, and other matters requiring Contracting Department participation or documentation.
Assists with and performs special projects and other related responsibilities as assigned by the Director of Operations, Simple Health Care MSO VP, CEO, or other authorized management.

Pay: $72,000.00 - $157,000.00 per year
