The Greater Cleveland Regional Transit Authority (GCRTA) is seeking a qualified candidate to fill the position of Dispatcher within the Transit Police Department. This person will receive and process emergency and non-emergency calls for service in support of Transit Police operations. Dispatch police personnel, coordinate communications between law enforcement agencies and emergency responders, and operate public safety communication systems to support the safe and efficient delivery of police services. Perform duties in a fast-paced environment while maintaining professionalism, accuracy, and composure under stressful conditions.

Detailed Description

Emergency Communications & Call Processing: Receives, prioritizes, and processes emergency and nonemergency calls for service received through 9-1-1, radio, alarm systems, emergency call boxes, Transit Communications, and other communications systems. Obtains critical information, determines the nature and priority of incidents, and dispatches Transit Police personnel in accordance with established policies, procedures, and incident priorities.

Police Dispatch & Incident Coordination: Coordinates communications between Transit Police personnel, law enforcement agencies, fire, EMS, and other public safety partners. Monitors officer safety and status, coordinates available personnel and resources during emergencies and critical incidents, and maintains situational awareness of officer assignments, BOLOs, specialized details, and other operational information.

Public Safety Systems & Criminal Justice Databases: Operates and monitors public safety communications systems including Computer-Aided Dispatch (CAD), Records Management System (RMS), Multi-Agency Radio Communications System (MARCS), radio consoles, CCTV, GIS mapping, alarm monitoring, telephone systems, and related communications technologies. Queries, enters, updates, and retrieves information using LEADS, NCIC, Nlets, and other authorized criminal justice information systems in compliance with CJIS Security Policy and agency procedures.

Communications Center Operations: Monitors communications equipment and public safety technologies to support continuous Transit Police operations. Identifies equipment issues, performs authorized minor troubleshooting or adjustments, and reports equipment malfunctions in accordance with established procedures.

Records Management & Documentation: Maintains accurate documentation of calls for service, unit activity, communications, incident information, and operational status within CAD, RMS, and other authorized systems. Ensures information is complete, timely, and maintained in accordance with agency policies and recordkeeping requirements.

Policy Compliance & Professional Standards: Performs telecommunications duties in compliance with FCC regulations, CJIS Security Policy, LEADS requirements, applicable laws, agency policies, and established communications procedures. Performs duties on all assigned shifts while maintaining professionalism, confidentiality, and effective customer service.

Job Requirements

No experience required.
Preferred experience: Two (2) years of experience in emergency communications, public safety dispatching, traffic control, information coordination, or a related high-volume communications environment. Experience with emergency dispatch, 911 operations, Computer Aided Dispatch (CAD), or Criminal Justice Information Services (CJIS) systems.
High school diploma/GED is required. An associate degree or higher is preferred.
Must possess a valid Ohio drivers license and successfully complete all required examinations, assessments, background investigations, drug testing, and other pre-employment requirements.
Must be able to work any assigned shift, including days, evenings, nights, weekends, and holidays.
Successful candidates will be expected to pass a CJIS background check and post-offer drug screen that is job-related and consistent with business necessity.

Examination Information: Candidates selected to participate in the hiring process must successfully pass an online assessment (NTN) and interview. Candidates must attain a minimum total composite score of 70% on all parts of the process, except 60% on the interview portion, to move forward in the process.

Weights for a final score will be assigned as follows for Internal candidates: Online Assessment (NTN) 50%, Interview 35%, and Record Evaluation 15%.

Weights for a final score will be assigned as follows for External candidates: Online Assessment (NTN) 50%, and Interview 50%.

Internal candidates must meet all record evaluation criteria in order to gain 15% weight.

Record evaluation includes a review of the following:

2 or more active written reminders (regardless of the level)
Drug or alcohol suspension
Drivers License suspension
Active Decision-Making Leave (DML)

Candidates are required to take the ECOMM exam through the National Testing Network to be considered for the position.

The Testing period will end on September 26, 2026, at 11:59 p.m.

Mental Demands: Reading, studying, focused listening, auditing, inspecting, proofreading, and evaluating required. Ability to give, receive, and analyze information and prepare written materials. Ability to communicate effectively (verbal and written); interpret policy, procedures, and data.
