We are seeking an experienced and results-driven Recycling Operations Facility Manager II to lead the safe, efficient, and profitable operation of a high-volume metals recycling facility.
This leadership role is responsible for overseeing all aspects of facility operations, including safety, environmental compliance, production, maintenance, inventory management, transportation coordination, budgeting, quality control, and employee development. The ideal candidate will have a strong background in scrap metal recycling operations, proven leadership experience, and a passion for continuous improvement.

Key Responsibilities
Environmental, Health & Safety Leadership
- Champion a culture of safety and environmental responsibility throughout the facility.
- Ensure compliance with company, federal, state, and local safety and environmental regulations.
- Partner with Regional Safety and Environmental teams to maintain compliance programs.
- Monitor workplace safety performance and implement corrective action plans following incidents.
- Provide a safe working environment for employees, contractors, customers, and visitors.
Operations Management
- Lead and oversee all facility operations and maintenance activities.
- Ensure production targets and operational goals are achieved consistently.
- Partner with Commercial teams to forecast monthly production and support business growth objectives.
- Drive continuous improvement initiatives to increase productivity, quality, and profitability.
- Analyze operational data and performance metrics to identify opportunities for improvement.
- Evaluate transportation providers and operational support services to ensure effectiveness and efficiency.
Equipment & Maintenance
- Monitor equipment utilization, availability, and maintenance requirements.
- Support capital planning and equipment replacement strategies.
- Review maintenance procedures and records to maximize equipment performance and reliability.
Inventory & Quality Control
- Maintain accurate inventory management practices and ensure compliance with internal controls.
- Coordinate with Commercial and Transportation teams to ensure material flows meet business needs.
- Monitor facility inventories and ensure timely material transfers and shipments.
- Implement and maintain quality control processes to meet customer and company specifications.
- Ensure finished goods storage practices comply with established internal control procedures.
- Address off-specification materials before shipment to minimize customer complaints and product claims.
Budgeting & Financial Management
- Manage facility operations within approved operating and capital expenditure budgets.
- Provide recommendations for future capital investments and operational improvements.
- Balance operational efficiency, equipment needs, compliance requirements, and growth objectives.
Leadership & Team Development
- Lead, develop, and support supervisors, union and non-union employees.
- Conduct performance reviews and provide coaching and mentorship.
- Manage staffing levels to support operational needs and business objectives.
- Participate in recruiting, interviewing, and onboarding new employees.
- Ensure compliance with company policies, labor agreements, and HR procedures.
Internal Controls & Compliance
- Support and enforce company internal control procedures and compliance initiatives.
- Ensure all required controls and documentation are completed accurately and on time.
- Report operational concerns, policy violations, or compliance issues appropriately.
- Promote accountability and operational integrity throughout the organization.
Qualifications
Required
- 5-10 years of experience in steel scrap yard, recycling, metals processing, or related industrial operations.
- Proven leadership experience managing supervisors and hourly employees.
- Strong knowledge of operational processes, safety programs, production management, and inventory control.
- Experience managing budgets, forecasting, and operational performance metrics.
- Valid driver's license and ability to travel as required.
- Strong analytical, organizational, communication, and problem-solving skills.
- Intermediate computer proficiency and reporting experience.
Preferred
- Bachelor's degree in Business, Operations Management, Engineering, or a related field.
- Project management experience.
- Experience working in unionized environments.
- Knowledge of quality control systems and continuous improvement methodologies.
Work Environment
This is a hands-on leadership role that requires regular presence in active recycling and industrial operations.
- Frequent walking throughout recycling and processing facilities.
- Exposure to outdoor weather conditions and industrial environments.
- Regular interaction with production personnel, customers, vendors, and business leaders.
- Occasional travel between facilities and customer locations.
- Ability to work additional hours, including evenings, weekends, and holidays, as business needs require.
