Full Job Description

Position Summary

This position is responsible for providing administrative, operational, and program management support for the Parks & Recreation Department. Responsibilities include oversight of recreation programming, aquatic center operations, facility scheduling, bookkeeping, customer service, staff supervision, and public engagement. This position works closely with the Parks & Recreation Director to support department operations, programs, events, and community partnerships.

Principal Duties and Responsibilities:

Schedules, performs book-keeping and record keeping functions for all facilities in the parks department including shelters, athletic fields, recreation programs, aquatic center, and Smith Center;
Schedules part time/seasonal recreation, aquatic center, and Smith Center staff, and assists with assigning their general duties and functions;
Assists with oversight, training, and supervision of part time/seasonal recreation, aquatic center, and Smith Center staff;
Oversees general operations at the Bierman Family Aquatic Center, to include but not limited to: cleaning and preparing pool for opening/closing, setting up concession/admission areas, assisting with the hiring and training of seasonal staff, ordering and maintaining inventory of supplies and concessions, scheduling staff, preparing deposits for delivery to City Hall, and performing other duties as assigned;
Assists with generation of, and maintenance of, a master schedule for all programs and promotions for the Parks & Recreation Department;
Assists with the development and supervision of recreational activities, events, and programs for groups of varying ages and interest levels;
Develops and maintains relationships with organizations to coordinate, promote, and support events and the use of parks and recreation facilities;
Assists with the coordination and promotion of the development and use of the Merrill Area Recreation Complex (MARC), including maintenance and care of the Smith Center for recreational and business use;
Assists with the planning and development of Parks & Recreation programs and Smith Center’s promotional flyers, brochures, and ads;
Serves as registrar and bookkeeper for all recreation programs and responsible for generating class lists from registrations;
Acts as department book-keeper for all incoming money and accounts receivable (invoicing), coordinating activities with the City Finance Director and Clerk-Treasurer Staff;
Performs receptionist duties involving significant interaction with the public, including answering telephone inquiries, taking messages, making referrals, and addressing complaints and concerns;
Word processes all letters, schedules, rosters, promotional materials, and other items as directed;
Assists with the receipt and follow up on all Parks & Recreation communications from the community;
Attends Parks & Recreation Commission meetings to record minutes when needed;
Assists with the investigation and implementation of new methods for sale of ice time and other special events at the Smith Center;
Schedules ice time, works with public skating – collects money and rents skates when necessary;
Documents payroll and monthly invoicing and maintains accurate records;
Serves as a department representative for recreation programs and events; work hours may include evenings, weekends, and holidays;
Acts as a department representative for any department programs as needed/directed;
Keeps required office, Smith Center, aquatic center, park shop and other supplies stocked;

Additional Duties and Responsibilities:

Knowledge, Skills and Abilities, Qualifications Required:

Associate degree in recreation management, business administration, office administration, or a related field preferred, along with two (2) years of experience involving administrative support, bookkeeping, customer service, recreation programming, supervision, or related responsibilities. Any equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities may be considered.

Ability to successfully use office and facility software for computer;
Ability to word process accurately and efficiently;
Skilled in the operation of office equipment including computer, calculator, copy machines, iPad, point of sale software, and telephones;
Knowledge of accounting/book-keeping principles;
Ability to maintain good public relations and customer service;
Ability to work independently;
Ability to problem solve;
Ability to follow oral and written instructions;
Ability to perform cleaning duties and operate cleaning equipment including power floor scrubber, vacuum cleaner;
Possess good judgment, thoroughness, and dependability;
Possess good communication skills – both written and verbal;
Possess positive attitude, and strong work ethic;
Ability to function as a valued team member;

Working Conditions:

Work is performed largely in a pleasant office environment and recreation center with minimal chance for personal injury. Some work is performed outside in parks. Work hours are normally during regular business hours, with additional evening, weekend, and holiday hours required depending on programs, events, and facility operations. May be required to travel out of town for education and professional development.

Requires sitting and standing extensively, and talking. Lifting and carrying over 50 pounds. Some exposure to noise. Requires excellent vision and use of keyboard and telephone.

General office equipment including computer, calculator, copy machine, iPad cash register, telephone, occasional ice resurfacer operation, cleaning equipment/floor scrubber, and other equipment.

Starting at grade 9 ($24.795 - $31.867/hr) on the pay scale with step depending on experience.

Pay: $24.79 - $31.86 per hour
