Marketech International Corporation USA is seeking a detail-oriented and proactive Mechanical Permit Engineer to support permitting, engineering coordination, compliance, and construction execution for large-scale semiconductor facility projects.
This role is responsible for coordinating mechanical construction documentation, permit packages, Authority Having Jurisdiction (AHJ) submissions, plan-check responses, design revisions, inspections, and project records to help move mechanical engineering concepts into approved, construction-ready packages. The Mechanical Permit Engineer will work closely with engineering, construction, subcontractors, vendors, clients, inspectors, and local authorities to support safe, compliant, and efficient project execution.
The ideal candidate has experience in mechanical systems, industrial facility construction, permitting, design engineering, construction coordination, or project engineering. This role requires strong attention to detail, technical-documentation skills, communication, organization, and the ability to manage multiple drawings, permits, revisions, inspections, and deadlines in a fast-paced semiconductor construction environment.
- Prepare, review, and update engineering drawings, layouts, and construction documents related to mechanical systems, HVAC, plumbing, process exhaust, utility systems, and semiconductor facility infrastructure.
- Support design development and coordination for HVAC systems, ventilation systems, exhaust systems, mechanical utilities, piping systems, and related facility construction scopes.
- Review mechanical design packages for accuracy, completeness, constructability, and readiness for permit submission or field execution.
- Coordinate with internal engineering teams, contractors, subcontractors, vendors, clients, and project stakeholders to align mechanical requirements, schedules, and deliverables.
- Assist with drawing markups, document revisions, design clarifications, RFIs, submittals, and coordination between engineering and field teams.
- Maintain organized mechanical design documentation and ensure project records are updated throughout the project lifecycle.
- Support coordination between mechanical, electrical, plumbing, structural, fire-protection, and process teams to identify potential design conflicts, interface concerns, and constructability issues.
- Review mechanical layouts, equipment information, specifications, and supporting documentation to help ensure alignment with approved project requirements.
- Manage mechanical permit applications, plan-check submissions, and approval processes with local authorities and AHJs.
- Track permit status, monitor approval timelines, maintain submission schedules, and follow up on pending items to support project milestones.
- Review and coordinate responses to AHJ comments, plan-check corrections, permit resubmissions, and required mechanical design revisions.
- Support compliance with applicable building codes, mechanical codes, plumbing codes, energy codes, safety regulations, and industry standards, including IBC, IFC, IMC, IPC, NEC, NFPA, and other relevant requirements.
- Maintain organized records of permits, approvals, regulatory documents, plan-check comments, submission history, inspection records, and permit-closeout documentation.
- Coordinate with internal and external stakeholders to ensure mechanical permit packages are complete, accurate, compliant, and submitted on time.
- Support coordination with city reviewers, inspectors, permit technicians, and other regulatory agencies throughout the project lifecycle.
- Track permit-related action items, due dates, outstanding comments, required revisions, and inspection requirements through resolution.
- Support construction and field teams by helping resolve mechanical design-related, permitting-related, and documentation-related issues during project execution.
- Participate in project meetings and provide updates regarding mechanical design progress, permitting status, outstanding comments, approval timelines, inspections, and documentation needs.
- Assist with change-order documentation, as-built drawings, closeout packages, inspection records, and final project documentation.
- Coordinate between engineering, construction, subcontractors, vendors, client representatives, inspectors, and regulatory authorities to support smooth project execution.
- Support field verification and coordination of mechanical installations to confirm work aligns with approved plans, permit requirements, specifications, and applicable codes.
- Identify potential risks related to design revisions, approvals, inspections, documentation gaps, or permit delays and escalate concerns to the appropriate project stakeholders.
- Help ensure project work is completed in alignment with approved mechanical drawings, permit requirements, code requirements, client expectations, and internal standards.
- Identify opportunities to improve mechanical design workflows, permitting processes, documentation tracking, inspection coordination, and approval timelines.
- Two or more years of experience in mechanical engineering, permitting, construction coordination, project engineering, HVAC, plumbing, industrial construction, or a related field.
- Experience preparing, reviewing, or coordinating mechanical drawings, construction documents, permit packages, technical submittals, or plan-check responses.
- Familiarity with local permitting processes, AHJ coordination, plan-check comments, permit tracking, inspections, and construction documentation.
- Working knowledge of building codes, mechanical codes, plumbing codes, safety regulations, and industry standards such as IBC, IFC, IMC, IPC, NEC, NFPA, or similar requirements.
- Experience or exposure to HVAC systems, mechanical utilities, plumbing systems, ventilation, exhaust systems, process piping, MEP systems, industrial infrastructure, or facility construction packages.
- Proficiency with design and document-review tools such as AutoCAD, Bluebeam, Revit, or similar software.
- Strong organizational skills with the ability to track multiple permits, drawings, revisions, comments, inspections, and project deadlines.
- Strong written and verbal English communication skills.
- Ability to work cross-functionally with engineering, construction, contractors, clients, vendors, inspectors, and regulatory authorities.
- Detail-oriented, proactive, adaptable, and comfortable working in a fast-paced project environment.
- Bachelor's degree in Mechanical Engineering, Construction Management, Architecture, Building Systems Engineering, or a related field.
- Experience supporting semiconductor, industrial, manufacturing, cleanroom, data center, chemical, or mission-critical facility projects.
- Experience working with HVAC systems, mechanical utilities, process exhaust, plumbing, process piping, fire-protection coordination, or MEP construction design packages.
- Experience coordinating directly with AHJs, city reviewers, inspectors, or permitting departments.
- Knowledge of as-built documentation, change orders, inspection support, construction closeout, and field coordination.
- Familiarity with semiconductor fab construction, cleanroom environments, TSMC-related projects, or large-scale industrial construction projects.
- Bilingual English/Mandarin Chinese communication skills are a plus, but not required.

This role may involve a combination of office-based engineering coordination and project-site support. The Mechanical Permit Engineer may work with construction teams, contractors, client representatives, inspectors, and regulatory authorities to support active semiconductor facility projects.
The position requires the ability to manage shifting priorities, respond to urgent project needs, maintain accurate documentation, coordinate across multiple stakeholders, and support time-sensitive permitting and construction activities in a fast-paced construction and engineering environment.
