Fractional HR Business Partner
Hernandez Development & Construction is seeking an independent Fractional HR Business Partner to provide hands-on HR operations, payroll, and employee support.
This is an independent consulting engagement, not an employment position. We are looking for an experienced HR professional who combines strong Paycom and payroll capability with genuine care for employees.
The right consultant will be personable, responsive, discreet, organized, and comfortable taking ownership of recurring work. You should care about getting payroll right, but also care about how employees experience onboarding, benefits questions, payroll corrections, and offboarding.
This is not a purely administrative data-entry assignment. It is also not primarily a strategic HR advisory or HR business partner engagement. The work requires practical execution, good judgment, clear communication, and reliable follow-through.
The expected time commitment is approximately 12 to 16 hours per week on average, with the timing coordinated around payroll deadlines, employee needs, and recurring HR deliverables.
ResponsibilitiesPayroll and Paycom
- Personally administer Paycom and maintain accurate employee records.
- Prepare, review, reconcile, and coordinate payroll, including corrections and exception tracking.
- Review payroll registers and related reports before payroll is finalized.
- Manage payroll inputs, timekeeping, deductions, tax information, pay codes, PTO, and employee changes.
- Identify payroll discrepancies early and coordinate timely corrections.
- Follow payroll issues through resolution rather than simply forwarding them to someone else.
- Maintain clear documentation of payroll changes, exceptions, approvals, and corrections.
- Communicate promptly when an issue, delay, or error is identified.
- Maintain a practical backup or coverage plan for payroll deadlines.
- Help ensure payroll processes are accurate, timely, and consistently documented.
Benefits and employee support
- Administer employee benefits, including enrollments, eligibility changes, invoices, employee questions, and 401(k) coordination.
- Explain payroll, benefits, and HR processes clearly and patiently.
- Serve as a trusted and responsive point of contact for routine employee questions.
- Build positive working relationships with employees, managers, and leadership.
- Follow up with employees until their questions or issues are resolved.
- Treat employees with respect while maintaining confidentiality and appropriate professional boundaries.
- Balance accuracy, confidentiality, responsiveness, and empathy.
- Escalate sensitive legal, compensation, insurance, employee-relations, or policy matters appropriately.
- Communicate directly and professionally when something is wrong or needs attention.
Onboarding and offboarding
- Manage onboarding checklists for new employees.
- Coordinate new-hire paperwork, background checks, I-9 and employment documentation, system access, benefits enrollment, and employee-record setup.
- Help new employees understand what to expect and where to go for support.
- Respond to onboarding questions promptly and help employees feel supported during the process.
- Manage offboarding checklists, including documentation, system-access removal, benefits changes, final-payroll coordination, and record retention.
- Handle employee transitions in a professional, respectful, and organized manner.
HR operations and compliance
- Maintain accurate personnel files, HRIS information, compliance calendars, required notices, and audit-ready documentation.
- Prepare recurring HR and payroll reports for management.
- Coordinate recruiting administration through Indeed and related systems, including applicant tracking, interview scheduling, references, background checks, offer documentation, and hiring-stage updates.
- Maintain simple, repeatable workflows for recurring HR responsibilities.
- Document procedures so another consultant or service provider can provide coverage when needed.
- Help identify gaps in HR processes and recommend practical improvements.
- Maintain appropriate confidentiality when handling employee, payroll, benefits, and company information.
- Track open HR items and follow up until completion.
- Provide early notice of errors, risks, delays, and missed deadlines.
What success looks like
- Payroll information is accurate, reviewed, documented, and submitted on time.
- Paycom and employee records remain current and reliable.
- Benefits and employee questions receive prompt, respectful follow-up.
- Employees know who to contact and receive clear answers.
- Onboarding and offboarding are completed consistently.
- Routine HR matters are handled without unnecessary escalation.
- Leadership receives early notice of errors, risks, and missed deadlines.
- Employees feel supported while appropriate process and confidentiality controls are maintained.
- Procedures are documented and easy for another consultant or service provider to follow.
- The consultant becomes known as reliable, responsive, approachable, and accountable.
Required qualifications
- Hands-on experience administering payroll from preparation through review, reconciliation, correction, and final submission.
- Direct, hands-on experience using Paycom is strongly preferred.
- Candidates with equivalent experience using another HRIS and payroll platform may be considered if they can independently manage payroll controls and administration.
- Experience with employee records, timekeeping, deductions, tax information, payroll reports, and payroll issue resolution.
- Practical benefits administration experience, including 401(k), eligibility, enrollments, invoices, and employee questions.
- Experience with onboarding, offboarding, personnel documentation, HRIS maintenance, and compliance records.
- Experience supporting multiple entities, locations, field employees, contractors, or another operational workforce is preferred.
- Demonstrated ability to work independently and complete routine follow-up without being repeatedly reminded.
- Strong attention to detail and demonstrated reliability with confidential information and payroll deadlines.
- Strong written and verbal communication skills.
- A personable, patient, and service-oriented approach to employee support.
- Ability to build trust with employees while maintaining appropriate confidentiality and professional boundaries.
- Ability to communicate directly and professionally when something is wrong or needs attention.
- Must live in or reasonably near Fort Lauderdale and be able to work onsite at the Las Olas office at least one half-day or full day each week.
- Remote-only consultants will not be considered.
- SHRM, payroll, or other HR certification is helpful but not required if the hands-on payroll and HRIS experience is strong.
Pay: $55.00 - $70.00 per hour
