DISTINGUISHING CHARACTERISTICS OF WORK

A Mobility Program Specialist II is a mid-level professional who supports development, implementation and optimization for public transit systems and multimodal infrastructure. This position will work directly with the Transportation Manager under the Transit Section within the Planning & Zoning Division. A Mobility Program Specialist is responsible for advancing transportation and transit planning from concept to implementation, ensuring systems are efficient, equitable and sustainable while meeting community and regulatory requirements. The role is dynamic, requiring both technical expertise and interpersonal skills to balance planning with community engagement.

ESSENTIAL EXAMPLES OF DUTIES

The following illustrates examples of some of the essential duties and responsibilities of the Mobility Program Specialist II. There may be other essential functions, not listed below, in order to accomplish the tasks as presented by the Transportation Manager and/or Director.

Program Evaluation & Analysis: Assess the effectiveness of government transportation programs, including transit, freight, and mobility initiatives.
Data Analysis: Use analytical skills to interpret transportation data, identify trends, and recommend improvements.
Conducting Transportation Studies: Assess current transportation systems, analyze traffic patterns, and identify congestion or inefficiency areas.
Designing Projects: Plan infrastructure improvements such as road expansions, public transit enhancements, bike lanes, and pedestrian pathways.
Training & Development: Design, coordinate, and deliver training programs related to the assigned program.
Policy & Compliance : Review and recommend improvements to transportation policies; ensure compliance with state and federal grants and regulations.
Environmental and Social Considerations: Assess and mitigate environmental impacts, promote sustainability, and ensure equitable access for all community members.
Performance Monitoring : Evaluate transit system performance, maintain records and recommend operational improvements.
Proposal & Grant Support: Provide administrative and technical support for proposal development and grant writing, including research.
Stakeholder Collaboration : Work with local government officials, engineers, community organizations, and transit operators to align plans with policy, regulations, and public needs.
Public Engagement : Lead or participate in public outreach, meetings, and workshops to gather input on service changes, route facilities, and system improvements.
Representation: May represent the division or section at meetings, conferences, and seminars.

KNOWLEDGE, SKILLS, AND ABILITIES

Technical Skills: Proficiency in Geographic Information Systems (GIS), data analysis, transit operations, modeling software, and project management tools.
Analytical and Research Skills: Ability to interpret complex data, evaluate alternatives, and prepare technical reports.
Communication Skills: Strong oral and written communication for public presentations, stakeholder engagement, and interdepartmental collaboration.
Knowledge of Regulations: Familiarity with federal, state, and local transportation laws, policies, and planning standards.

PHYSICAL REQUIREMENTS

The following are some of the physical requirements associated with this position. Reasonable accommodation may be made by the City to enable an individual to perform the essential duties/functions of the position.

Must have ability to effectively communicate and interact with other employees and the public through the use of telephone and personal contact as normally defined by the ability to see, read, talk, stand, hear, hands to finger dexterity, handle, feel or operate objects, read and write English.
Ability to walk long distance and evaluate City’s landscape.
Physical capability to effectively use and operate various items of office equipment; such as but not limited to a personal computer, calculator, copier and fax machines.
Work is performed indoors within a quiet to moderately noisy environment.
Must be able to lift, carry and or push articles weighing up to 20 lbs.

MINIMUM TRAINING AND EXPERIENCE

A Bachelor’s degree in urban planning, civil engineering, transportation planning, or a related field; OR
Associate’s degree from an accredited college or university in Business Administration, Engineering, Communications, or a related field and two (2) years of professional experience in the transportation industry, or related work. AND
Possession of a valid motor vehicle operator’s license issued by the State of Florida with an acceptable driving record.
An equivalent combination of education and experience may be considered.
