Owner’s Representative Project Manager
The property owner is seeking an experienced Owner’s Representative Project Manager to oversee a multiphase land-development and multifamily rental-housing project.
The Project Manager will represent the owner throughout planning, permitting, bidding, construction and the potential sale of individual development phases. The project includes a master plan, subdivision, common road and utility infrastructure, site work, multifamily apartment construction and an operating farm.
This is not primarily an on-site assignment. Most tasks will involve project planning, consultant coordination, permitting, budgeting, bidding, contract administration, document review, owner reporting and transaction support. Approximately one scheduled site visit per week is expected, with additional visits as reasonably required.
The consultant must have at least 10 years of multi-family project management and experience.
Scope Of Work
The services are generally listed in the order they are expected to occur.
Governmental Approvals and Permitting
- Represent the owner in meetings with municipal, state and other governmental agencies.
- Coordinate zoning, subdivision, site-plan, wetlands, traffic, stormwater, utility, building and related approvals.
- Work with consultants and land-use counsel to prepare applications and respond to agency comments.
- Attend public hearings, commission meetings and agency meetings as required.
- Track permit conditions, deadlines, expiration dates and continuing compliance obligations.
- Advise the owner regarding permitting risks and required decisions.
Prospective Developer and Purchaser Representation
- Represent the owner in discussions with prospective developers interested in purchasing or developing one or more project phases.
- Coordinate property tours, project presentations and due-diligence requests.
- Provide authorized plans, surveys, approvals, engineering reports and utility information.
- Explain the master plan, development restrictions, common infrastructure and phasing requirements.
- Assist the owner in evaluating letters of intent, purchase offers and development proposals.
- Review whether proposed purchaser plans conform to existing approvals.
- Coordinate purchaser questions with attorneys, engineers, surveyors and other consultants.
- Help define responsibility for shared roads, utilities, drainage, easements and infrastructure costs.
- Assist with due diligence, contract coordination and closing requirements.
Contractor Advertising, Scoping and Bidding
- Advertise and solicit bids from qualified contractors.
- Prepare detailed scopes of work, bid instructions and contractor requirements.

Construction Administration and Oversight
- Coordinate tree clearing, site preparation, common-road construction, utilities and individual phase development.
- Monitor project schedules, budgets, workmanship and compliance with approved plans.
- Review requests for information, submittals, payment applications and change orders.
- Conduct approximately one scheduled site visit per week and additional visits when reasonably necessary.
- Document progress, site conditions, deficiencies and matters requiring corrective action.
- Coordinate inspections, utility approvals and certificates of occupancy.
Farm and Property Coordination
- Coordinate development and construction activities with the continuing operation of the farm.
- Help maintain safe access, fencing, drainage, erosion controls and property security.
- Identify and help resolve conflicts between farm operations and development activities.
Financial and Contract Administration
- Track committed costs, actual costs, projected costs and remaining contingencies.
- Review consultant and contractor invoices for accuracy and consistency with agreements.
- Review and assist with negotiating change orders.
- Maintain records of contracts, amendments, insurance certificates, lien waivers and payment approvals.
- Assist with lender, investor or financing documentation when required.
- Notify the owner promptly of anticipated delays, cost overruns, disputes or contractual concerns.
Owner Reporting and Project Closeout
- Serve as the primary communication link among the owner, consultants, contractors, agencies and prospective purchasers.
- Provide concise written reports covering schedules, budgets, approvals, construction progress, transactions, risks and pending decisions.
- Prepare meeting minutes and action-item lists.
- Coordinate final inspections, punch lists and correction of deficiencies.
- Collect as-built plans, warranties, operating manuals, lien waivers and closeout documents.
- Coordinate turnover of completed buildings and infrastructure to property management or a phase purchaser.
Required Consultant Qualifications
- Minimum of 10 years of project management experience.
- Direct experience with multifamily rental-housing development or construction.
- Prior experience serving as an owner’s representative, development manager or senior project manager.
- Experience with master plans, subdivisions, site plans, roads, utilities and phased developments.
- Experience with land-use permitting and governmental regulatory agencies.
- Experience preparing contractor scopes, soliciting bids and administering construction contracts.
- Experience coordinating land planners, engineers, architects, attorneys and contractors.
- Ability to read and understand civil, architectural and utility plans.
- Strong budgeting, scheduling, negotiation and problem-solving skills.
- Ability to work independently and protect the owner’s interests.
- Strong written and verbal communication skills.
- Proficiency with Microsoft Office and commonly used project-management software.
- Valid driver’s license and reliable transportation.
Preferred Qualifications
- Bachelor’s degree in construction management, civil engineering, architecture, real estate development or a related field.
- Experience with affordable or mixed-income multifamily housing.
- Experience with phased property sales and real estate development transactions.
- Experience with Microsoft Projector similar software.
Consulting Schedule and Work Requirements
- The engagement is expected to require approximately 45-55 hours per week.
- Most services may be performed remotely or from the consultant’s office.
- Approximately one scheduled project-site visit per week is required.
- Additional site visits may be required during major construction activities, inspections, emergencies or important project milestones.
- Attendance at meetings, governmental meetings, public hearings and contractor meetings is required.
- Some evening meetings may be necessary.
- The consultant must be able to walk active construction areas and undeveloped property over uneven terrain.Independent Consultant Status
Compensation will be based on experience and qualifications.
