Director of Workforce Partnerships – Virginia Community Colleges

Location: Richmond, VA – Regional Travel Throughout Virginia
Pay: $80,000–$90,000 Base + Commission/Performance Bonuses
OTE: $110,000–$130,000

Virginia Community College Workforce Development Experience Required

About the Role

We are seeking a highly motivated Director of Workforce Partnerships – Virginia Community Colleges to lead the expansion of our turnkey workforce training programs throughout Virginia’s community college system.

Candidates must currently work or have previously worked within the Virginia Community College System in Workforce Development or a closely related Workforce Training leadership role.

The ideal candidate understands the Virginia community college workforce environment from the inside, has established relationships with workforce leaders throughout the state, and knows how colleges evaluate, fund, approve, and launch new workforce training programs.

This is not a traditional transactional sales position. You will identify partnership opportunities, develop relationships with senior college administrators, negotiate long-term agreements, and coordinate the successful launch and growth of new vocational training programs.

Our turnkey model helps community colleges address critical workforce skills gaps and expand career training opportunities with little to no upfront capital investment by the college.

Key Responsibilities

Develop New College Partnerships: Identify, cultivate, and secure new partnerships with Virginia community colleges.
Leverage Existing Relationships: Utilize your established network of Virginia community college Presidents, Workforce Development Deans, Vice Presidents, Directors, and other decision-makers.
Navigate College Approvals: Move partnership opportunities through internal committees, MOUs, procurement requirements, administrative approvals, and Board processes.
Launch Workforce Programs: Partner with college administrators and our internal operations team to successfully launch new workforce and vocational training programs.
Manage Strategic Relationships: Serve as the primary relationship manager for college partners and identify opportunities for continued program expansion.
Drive Enrollment & Program Growth: Work with college leadership to increase program awareness, enrollment, and long-term success.
Navigate Workforce Funding: Help partners identify and maximize WIOA, FastForward, state workforce funding, grants, and other funding sources.
Manage the Partnership Pipeline: Develop and maintain an active pipeline of prospective colleges and move opportunities from initial discussions through signed agreements and successful program launches.

Required Qualifications

Virginia Community College Workforce Development Experience is REQUIRED.

Must currently work or have previously worked within the Virginia Community College System in Workforce Development or in a directly related Workforce Training role involving employer partnerships, career/technical programs, and workforce funding.
Firsthand understanding of how Virginia community colleges develop, evaluate, approve, fund, and launch workforce training programs.
Established professional relationships with Virginia Community College Presidents, Workforce Development Deans, Vice Presidents, Directors, or other workforce decision-makers.
Demonstrated experience developing or managing workforce training programs, employer partnerships, strategic partnerships, or business development initiatives.
Working knowledge of WIOA, FastForward, grants, and/or other Virginia workforce funding programs.
Experience navigating multi-stakeholder decision-making within a community college or public-sector environment.
Strong relationship-building, presentation, negotiation, and communication skills.
Highly organized and capable of independently managing multiple college relationships and partnership opportunities.
Willingness and ability to travel up to 45% throughout Virginia.

Preferred Qualifications

5+ years of Virginia community college Workforce Development experience.
Experience working with multiple colleges within the Virginia Community College System.
Experience developing employer-driven workforce programs.
Experience creating public-private partnerships.
Experience with revenue-share or outsourced workforce training models.
Familiarity with vocational education, skilled trades, transportation, or CDL training is a plus but not required.

Who Will Succeed in This Role

The strongest candidate will already understand the Virginia community college workforce ecosystem and will bring an established network of relationships within it.

You should understand how a workforce program progresses from identifying an employer or regional workforce need through funding, internal approval, implementation, enrollment, and ongoing program management.

We are looking for someone who is relationship-driven, entrepreneurial, persistent, organized, and results-oriented and who enjoys developing partnerships that expand workforce training opportunities.

Compensation

Base Salary: $80,000–$90,000 per year
Commission/Performance Bonuses: Based on partnership and program growth
Expected Total Compensation (OTE): $110,000–$130,000 per year

Work Location

Richmond-based with regional travel throughout Virginia.

Regular travel to Virginia community colleges and in-person meetings with college leadership are an important part of the role.

Pay: $80,000.00 - $130,000.00 per year
