Part-Time Certified Payroll Administrator – Job Description

Reports To Payroll Manager

Position Summary

We are seeking a detail-oriented and organized Certified Payroll Administrator to

manage weekly certified payroll processing and labor compliance reporting for

public works and prevailing wage projects. This part-time role is responsible for

ensuring accurate payroll records, prevailing wage compliance, fringe benefit

tracking, and timely submission of certified payroll reports using systems such as

LCPtracker and Elations.

Key Responsibilities

Process weekly certified payroll for public works and prevailing wage projects
Prepare, review, and submit certified payroll reports (WH-347 and related forms)
Utilize LCPtracker and Elations platforms for payroll compliance reporting and document management
Retrieve payroll reports from payroll systems and review job information for accuracy and compliance
Verify employee classifications, prevailing wage rates, fringe benefits, deductions, and overtime calculations
Review project setups and labor allocations within payroll and compliance systems
Ensure compliance with Davis-Bacon Act, prevailing wage laws, and labor compliance requirements
Maintain accurate employee records, labor classifications, and certified payroll documentation
Coordinate with project managers, accounting, HR, subcontractors, and compliance agencies
Track apprentice ratios, subcontractor compliance, and labor documentation
Respond to payroll audits, contractor requests, and agency inquiries in a timely manner
Maintain confidentiality of payroll and employee information
Perform additional duties and special projects as assigned by management
Assist with additional payroll and administrative duties as needed

Qualifications

Previous certified payroll experience required
Proficiency with LCPtracker and Elations strongly preferred
Knowledge of Davis-Bacon Act and prevailing wage compliance regulations
Experience retrieving payroll reports and reviewing job/project data within payroll systems
Strong understanding of payroll software, Microsoft Excel, and reporting tools
Excellent attention to detail and organizational skills
Ability to meet deadlines and manage multiple projects efficiently
Strong communication and problem-solving abilities
Construction industry experience preferred

Schedule

Part-time position
Approximately 15–25 hours per week with flexible scheduling options

Compensation

Competitive hourly pay based on experience

Preferred Skills

Experience with union payroll and public works projects
Familiarity with labor compliance audits and subcontractor tracking
Ability to work independently with minimal supervision

Work Environment

In-office position only
Fast-paced, team-oriented construction and accounting environment

Pay: $26.00 - $28.00 per hour
