The City of Millville is seeking a dependable, organized, and service-oriented individual to join the Tax Collector’s Office as a Clerk 1. This entry-level clerical position supports the collection and processing of municipal tax and utility payments, maintenance of financial records, preparation of routine correspondence, and assistance of residents and property owners. The successful candidate will be accurate, professional, willing to learn, comfortable handling payments and confidential information, and committed to providing courteous public service in a structured municipal office environment.Position Information

Schedule: Monday through Friday, 8:30 a.m. to 4:30 p.m.
Hours: 35 hours per week with a one-hour unpaid meal break

Salary Range: $34,135.48 to $42,248.50 annually, in accordance with the Council 18 salary guide
What You'll Do
· Receive and process tax, utility, and other municipal payments made in person, by mail, or through approved electronic systems.
· Accurately post payments to the appropriate property, account, billing period, and charge category.
· Issue receipts and provide routine payment, balance, due-date, and account information to residents, property owners, mortgage companies, and other authorized parties.
· Handle cash, checks, money orders, and other approved forms of payment in accordance with established cash-handling and internal-control procedures.
· Balance assigned cash drawers, payment batches, and daily transaction records and promptly report discrepancies to the Tax Collector.
· Review tax and utility account information for accuracy and refer discrepancies, adjustments, refunds, reversals, or other non-routine matters to authorized staff.
· Assist members of the public in understanding tax bills, utility bills, payment options, due dates, interest charges, and office procedures without providing legal or financial advice.
· Receive, review, screen, and verify forms, reports, correspondence, payment documents, and other records for completeness and accuracy.
· Assist with routine requests for duplicate bills, account statements, payment histories, tax searches, lien information, and other public records, as authorized.
· Provide clerical and administrative assistance related to delinquent accounts, statutory notices, tax sale preparation, and other collection activities under the direction of the Tax Collector.
· Enter, update, and retrieve information using municipal tax, utility, financial, document-management, and other recordkeeping systems.
· Open, date-stamp, sort, file, retrieve, scan, and distribute mail, records, payments, and other materials.
· Compile financial and account information and perform basic arithmetic calculations, payment verifications, and tabulations.
· Maintain organized paper and electronic files in accordance with established procedures, records-retention requirements, and confidentiality standards.
· Provide excellent customer service to members of the public in person, by telephone, and through written or electronic communication.
· Refer disputes, complex account questions, confidential matters, and requests requiring authorization or interpretation to the Tax Collector or other appropriate staff.
· Operate computers, printers, copiers, scanners, calculators, payment-processing equipment, and other standard office equipment.
· Learn and follow City policies, departmental procedures, cash-handling requirements, internal controls, and applicable confidentiality and records-management practices.
· This position involves regular interaction with the public and the handling of municipal funds and financial records. The employee must maintain a high degree of accuracy, accountability, confidentiality, and professionalism. All payment corrections, reversals, account adjustments, refunds, or other transactions requiring authorization must be referred to and approved by the Tax Collector or another authorized official.
· Perform other related duties as required.
Preferred Experience and Skills
· Previous clerical, customer-service, cashiering, banking, bookkeeping, billing, accounts-receivable, or municipal government experience is preferred.
· Experience receiving payments, issuing receipts, balancing a cash drawer, or maintaining financial transaction records is preferred.
· Experience using Microsoft Office Suite, proficient in Excel Spreadsheets
· Ability to organize work, follow written and verbal instructions, and complete assignments accurately within established time frames.
· Ability to communicate professionally and work effectively with coworkers, supervisors, City officials, and members of the public.
· Ability to maintain confidentiality and appropriately handle sensitive information.
· Ability to learn municipal tax and utility collection procedures, office systems, and applicable City policies.
· Bilingual strongly preferred
Compensation and Benefits
Compensation and benefits are provided in accordance with the applicable Council 18 collective bargaining agreement and City policy. The package includes:
· Annual salary range of $34,135.48 to $42,248.50, based on the Council 18 salary guide.
· Fourteen paid holidays.
· Sick leave earned monthly upon employment and subsequently front-loaded each January, in accordance with the collective bargaining agreement.
· Vacation leave earned monthly upon employment and subsequently front-loaded each January, in accordance with the collective bargaining agreement.
· Medical, dental, vision, and prescription coverage offered beginning on the 61st day of employment, subject to plan and eligibility requirements.
· Enrollment in the New Jersey Public Employees' Retirement System (PERS), subject to applicable eligibility requirements.
