Job Summary

The Human Resources &; Compensation Manager is responsible for designing, administering, and monitoring compensation programs, onboarding programs for select classification, and maintaining and enhancing HR policies that support Milwaukee Public Schools' Talent Management division. This role ensures that compensation structures are competitive, compliant, and aligned with district workforce needs, while supporting broader human resources operations in a large public-school environment.

The Salary range is $120,000 - $130,000 (12 months/260 days).

Responsibilities

ESSENTIAL FUNCTIONS:

Compensation &; Classification

Develops, implements, and administers district-wide compensation programs, including salary schedules, stipends, and incentive programs.
Conducts job evaluations, position classifications, and market analyses to ensure internal equity and external competitiveness.
Maintains and updates job descriptions in coordination with district leadership.
Analyzes compensation data and prepare reports to support budgeting, collective bargaining, and executive decision-making.
Ensures compliance with federal, state, and local laws related to compensation (e.g., FLSA, wage and hour requirements).

Human Resources Operations

Supports recruitment, hiring, onboarding, and retention strategies in collaboration with HR teams and school leaders.
Provides guidance to administrators on compensation-related matters, including promotions, reclassifications, and pay adjustments.
Partners with the finance and payroll departments to ensure accurate and timely compensation processing.
Assists in the development and implementation of HR policies, procedures, and best practices.

Labor Relations &; Compliance

Supports labor relations efforts by providing compensation data and analysis during collective bargaining negotiations.
Ensures compensation practices are consistent with collective bargaining agreements and district policies.
Monitors compliance with equal pay, anti-discrimination, and equity-related requirements.

Data, Reporting &; Continuous Improvement

Maintains accurate compensation and HR records within district HRIS systems.
Uses data analytics to identify trends, risks, and opportunities related to compensation and workforce planning.
Recommends improvements to compensation structures to support recruitment, retention, and employee engagement.
Serves as an advisor on the compensation committee.

Leadership &; Collaboration

Serves as a subject matter expert on compensation and classification issues for district leadership.
Collaborates with school leaders, central office departments, unions, and external partners.
Contributes to strategic HR initiatives that support student outcomes and operational effectiveness.
Actively supports the MPS Strategic Plan.
Performs all other duties as assigned.

Supervision Received: Direction provided by the Chief Human Resource Officer, Deputy Chief of Human Resources, and Senior Director of Talent Management.

Supervision Exercised: ;Supervises the Human Resources Assistants and provides guidance to the talent management and compensation team.

Qualifications

Required and Preferred Qualifications ;

BA degree in HR or related field required. ;
Master's degree in human resources, Public Administration, or a related field preferred. ;
Experience in a large urban school district or similar complex organization preferred. ;
Professional certification (e.g., SHRM-CP/SHRM-SCP, PHR/SPHR, CCP) preferred.

Experience Requirements ;

Six to ten years of Human Resources experience with at least 3-5 years in an HR /Compensation leadership role. Public sector experience preferred but not required. ;

Knowledge, Skills and Abilities:

Outstanding oral and written communication skills and presentation skills are essential. ;
Delegation skills are necessary. ;
A proven track record in developing, implementing and facilitating successful organizational systems. ;
The ability to write, create and review information is required.
Flexibility, diplomacy and tact are critical. Must be able to manage multiple initiatives, with established and varied deadlines. ;
Extensive knowledge of federal, state and local employment laws (FLSA, EEOC, FMLA, ADA, etc.) and Board policies and procedures.
Experience conducting and identifying training needs and designing and delivering training to meet the needs.
Good working knowledge of applicable computer software is required.
