Introduction

The Wisconsin Department of Transportation, Division of Transportation System Development, Southeast Region is seeking a Contracts Specialist Senior . This position will be headquartered in downtown Waukesha at 141 NW Barstow Street.

This position offers a hybridized work schedule. The position will be headquartered at and required to work from the Waukesha State Office Building in Waukesha, WI at least 2 days per week. All employees working a hybrid work schedule are generally expected to telework from within the State of Wisconsin. This topic will be discussed more at the time of the interview.

Position Summary

This position will assist the DTSD Southeast Region’s State Highway Rehabilitation (SHR) and Backbone (BB) program teams and the Project Development Sections’ Project Managers in the development, negotiation, and administration of operational contracts. Located within the Program Services Unit, the position oversees multi-program contracts, operational support, and provides leadership in project document control. It integrates financial analysis, policy interpretation, and strategic consultation to ensure contract integrity, compliance with federal and state regulations, and alignment with WisDOT’s operational and fiscal priorities.

The incumbent functions as a regional expert in contract lifecycle management, and performance monitoring across diverse operational programs. The position also supports systems oversight, policy development, and internal controls for contract-related fiscal activities.

Duties require independent coordination of activities to support and assist specialized engineering functions; interpret laws, rules, and policies and develop or install related operating procedures/priorities. Extensive knowledge is required of the principles and practices of business management. This position should be familiar with department financial systems such as the Financial Integrated Improvement Programming System (FIIPS), PeopleSoft, and the Contract Administration and Reporting System (CARS). This position must utilize a high degree of initiative and discretion in independent problem solving, managing multiple priorities, and responding and communicating to service demands of many internal and external customers.

Salary Information

This position is in schedule-range (07-04) with an annual salary of $55,120-$69,680, plus excellent benefits. A twelve-month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details

Qualifications

A qualified applicant will have training or experience in all of the following:

Reviewing or managing contracts or invoices (i.e. reviewing contracts/invoices, applying contract provisions, ensuring conformance to contract/invoice requirements, etc.)
Performing financial related duties or analyzing financial data (i.e. purchasing, accounting, finance, financial data collection, creating financial reports, accounts reconciliation, accounts payable, budgeting, etc.)
Providing customer service by interpreting technical documents for stakeholders
