The Minnesota Board of Peace Officer Standards & Training is looking for a process-oriented individual to develop and write rules and amendments to rules relating to the Peace Officer Standards and Training Board. This position will have the opportunity to address the intent and purposes of the Board within the scope of jurisdiction, powers, and duties of the board as defined by statute.
The individual will additionally provide leadership with information that is necessary and accurate for decision- making and long-range organizational planning. This position serves as the legislative coordinator to the Executive Director, Assistant Director, Board Members, staff, and the Legislature to help the board stay apprised of statutory changes that have an impact on board rules.
This position is eligible for a hybrid telework arrangement. With a telework arrangement, onsite attendance will be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. Please review the Telework Policy for details.
Three (3) years of professional-level work experience in research, policy analysis, rulemaking, legislative liaison, or closely related field.
Experience must include the following:
- Familiarity with issues pertaining to policy development.
- Knowledge of or experience with state laws, federal regulations and rules governing rule promulgation.

Knowledge of State of Minnesota legislative process and experience with legislation drafting and amendments.

Strong organizational, interpersonal and communication skills (writing and oral).

Ability to establish and maintain effective working relationships with internal and external stakeholders.

Ability to analyze the impact of key legislation on POST Board business processes.
-
Ability to consult with department decision makers on legislation and communicate significant developments and issues.
Bachelor’s degree from an accredited school in public policy, public administration, political science, or related fields may substitute for one year of experience. A Master's degree as described may substitute for 18 months experience.

Experience working for a government body in a rule-making capacity

Extensive knowledge or experience in a licensing or regulatory agency

Knowledge in promulgation of rules under Minn. Stat. Chapter 14 and working knowledge of state policies and procedures involving rule promulgation

Experience with the Minnesota Data Privacy Act and other applicable statutes and rules
