An established federal construction contractor is seeking an accomplished Senior Project Manager to lead complex federal design-build and design-bid-build construction projects. This position serves as the company’s principal project representative and is accountable for safely delivering assigned projects in accordance with contract requirements, approved design, schedule, budget, quality standards, and customer expectations.
Position Summary
The Senior Project Manager provides cradle-to-closeout leadership for federal construction projects performed for NAVFAC, NASA, USACE, and other federal agencies. The role is responsible for managing design, procurement, construction, cost, schedule, quality, safety, contract administration, commissioning, and closeout while leading project teams and maintaining strong relationships with government stakeholders.
Essential Responsibilities
Project Leadership and Contract Administration
· Lead one or more federal construction projects from notice of award through final acceptance, financial closeout, and warranty transition.
· Serve as the primary company point of contact with the Government and maintain clear, timely, and professional communications.
· Review solicitations, awarded contracts, task orders, amendments, specifications, drawings, proposal commitments, and incorporated requirements; develop a project-specific compliance and execution plan.
· Establish project governance, responsibility assignments, communication protocols, document controls, decision logs, and escalation procedures.
· Conduct and participate in post-award kickoff, partnering, preconstruction, design, progress, quality-control, safety, commissioning, and closeout meetings.
· Protect the company’s contractual position through complete contemporaneous documentation, timely notices, disciplined correspondence, and accurate project records.
· Coordinate installation access, badging, security, operational constraints, outages, permits, and customer mission requirements.
Design-Build Management
· Direct the design-build process in collaboration with the Designer of Record and Design Quality Control Manager, maintaining alignment among scope, performance criteria, budget, schedule, constructability, and procurement.
· Lead design kickoff and planning sessions, design charrettes or concept workshops, interdisciplinary coordination, constructability and operability reviews, and required design presentations.
· Manage the design schedule and required design phases, deliverables, reviews, comment resolution, signed and sealed packages, and release-for-construction decisions.
· Ensure the Basis of Design, calculations, drawings, specifications, and narratives demonstrate compliance with the RFP, proposal commitments, applicable UFC/UFGS criteria, codes, sustainability requirements, and agency-specific standards.
· Maintain configuration control and prevent construction from proceeding on incomplete, uncoordinated, or unapproved design information.
· Coordinate design changes, value engineering, substitutions, life-cycle considerations, and technical clarifications without compromising contract compliance or design integrity.
Cost, Procurement, and Commercial Management
· Prepare, validate, and maintain the project budget, cost-loaded schedule, schedule of values, cash-flow forecast, committed-cost log, and estimate-at-completion forecast.
· Develop buyout and procurement strategies; evaluate subcontractor and supplier proposals for scope, qualifications, compliance, exclusions, schedule, and risk.
· Negotiate and administer subcontracts and purchase orders consistent with prime-contract obligations and flow-down requirements.
· Monitor labor, material, equipment, subcontract, contingency, and indirect costs; initiate timely corrective action for adverse trends.
· Prepare and support monthly progress payment applications, subcontractor payments, retainage, invoice coding, and reconciliation with accounting.
· Identify, price, negotiate, and administer changes, requests for equitable adjustment, differing site conditions, delays, disruptions, and time-extension requests.
Planning, Scheduling, and Controls
· Develop and maintain integrated design, permitting, procurement, construction, testing, commissioning, training, and closeout schedules.
· Oversee baseline development, schedule narratives, updates, recovery plans, time-impact analyses, and short-interval planning.
· Coordinate critical-path activities, long-lead procurement, government review durations, owner-furnished items, access constraints, outages, and phased turnover.
· Use measurable project controls to track progress, earned performance, submittals, RFIs, changes, risks, decisions, deficiencies, and closeout deliverables.
· Provide accurate weekly and monthly reporting to executive leadership and the Government, including status, forecast, risk, corrective action, and decisions required.
Quality, Safety, and Field Execution
· Partner with the Superintendent, QC Manager, Design Quality Control Manager, and Site Safety and Health Officer while preserving the independence and authority required by the contract.
· Support implementation of the approved Contractor Quality Control Plan, design quality-control procedures, preparatory and initial phase meetings, inspections, testing, deficiency tracking, and rework prevention.
· Ensure that project activities comply with the Accident Prevention Plan, activity hazard analyses, applicable OSHA requirements, EM 385-1-1 when required, installation rules, and company safety policies.
· Monitor field progress, workmanship, staffing, logistics, temporary controls, protection of existing operations, and subcontractor performance.
· Promote a culture in which safety, quality, ethics, and contract compliance are shared responsibilities across the entire project team.
Submittals, Documentation, and Federal Systems
· Oversee RFIs, design and construction submittals, shop drawings, samples, product data, review workflows, and resolution of Government comments.
· Maintain disciplined electronic document management and project records in systems required by the contract, which may include NAVFAC eCMS, USACE RMS/QCS, ProjNet, NASA systems, or other agency platforms.
· Ensure timely preparation and preservation of daily reports, meeting minutes, correspondence, logs, photographs, testing records, redline drawings, and contractual notices.
· Coordinate cybersecurity, controlled-information, records-management, and system-access requirements applicable to project documentation.
Commissioning, Turnover, and Closeout
· Plan closeout from project startup and maintain a live closeout register.
· Coordinate startup, testing, commissioning, systems training, inspections, punch lists, beneficial occupancy, and final acceptance.
· Deliver complete as-built and record documentation, O&M manuals, warranties, spare parts, asset data, permits, certificates, and required real-property records.
· Resolve outstanding changes, claims, deficiencies, subcontractor closeout, and final payment requirements.
· Manage warranty obligations and transfer an orderly, complete project record to operations and company archives.
Minimum Qualifications
· Bachelor’s degree in Construction Management, Engineering, Architecture, Building Science, or a related discipline; equivalent directly relevant experience may be considered.
· Ten or more years of progressively responsible commercial or federal construction experience, including at least five years managing design-build projects.
· Demonstrated experience as the responsible Project Manager or Senior Project Manager on federal projects of comparable scope, complexity, and contract value.
· Direct experience with NAVFAC, NASA, USACE, or similar Department of Defense and federal construction clients.
· Working knowledge of FAR construction requirements, agency supplements, federal task-order contracting, fixed-price construction, changes, claims, and contract closeout.
· Demonstrated ability to manage multidisciplinary design teams, construction teams, specialty subcontractors, and multiple concurrent workstreams.
· Proficiency in CPM scheduling, cost control, forecasting, project documentation, and common construction-management software.
· Ability to obtain required installation access, credentials, and security eligibility and to travel to project sites as assigned.
· Valid driver’s license and satisfactory driving record.
Preferred Qualifications
· Current USACE/NAVFAC Construction Quality Management for Contractors certificate.
· Project Management Professional, Certified Construction Manager, Design-Build Institute of America credential, Professional Engineer, or Registered Architect designation.
· Experience with NAVFAC eCMS, USACE RMS/QCS, ProjNet, and cost-loaded network analysis schedules.
· Experience managing occupied, secure, mission-critical, aviation, industrial, laboratory, healthcare, utility, renovation, or infrastructure facilities.
· Experience with commissioning, sustainability, high-performance building requirements, and phased turnover.
· Familiarity with UFC, UFGS, EM 385-1-1, and agency-specific design and construction criteria.

Pay: $145,000.00 - $160,000.00 per year
