Job Description: Homeless Outreach Team (HOT) Lead

Position Summary

The HOT Lead provides leadership and oversight for the Homeless Outreach Team (HOT). This role supervises, trains, accompanies, and supports HOT team members and volunteers. Duties include planning and implementing daily activities, ensuring the completion of required data tracking, and collaborating with stakeholders. The HOT Lead ensures that outreach efforts are trauma-informed, housing-focused, and coordinated with community partners, while supporting HOT staff in meeting client needs and program goals effectively and ethically.

Provides Supervision to: HOT members and volunteers

Reports To: Direct Services Manager and/or Deputy Director of Shelter and Programs

Essential Duties & Responsibilities

Staff Supervision & Leadership

● Conducts hiring, supervision, and performance evaluations of HOT staff. Duties may include scheduling and connecting to professional development opportunities. ● Provide daily guidance and support to the team during outreach operations. ● Foster a culture of accountability, collaboration, and trauma-informed care.

Program Oversight & Administration

● Manage day-to-day operations of the HOT program, including ensuring the team is actively responding to email communication, HOT-line calls, and maintaining regular logs, case notes, and data input.

● Track program outcomes and prepare required reports for grants, leadership, and community partners.

● Monitor and support grant compliance.

● Assist in grant applications, reporting, and contract deliverables related to HOT. ● Ensure integration of HOT services with other Poverello Center programs. ● Ensure all services are delivered in alignment with the mission of the Poverello Center. ● With direction from executive leadership, occasionally participates in interviews with the media or advocacy within the city and county.

Outreach & Client Support

● Engage with unsheltered individuals to build trust, provide resources, and connect them with shelter, housing, and services.

● Answers the HOT-line during designated hours and responds in teams, when possible, to requests for support.

● Conducts business outreach for the purpose of educating, supporting, and providing resources to community members who may be struggling with unhoused neighbors. ● Provide crisis intervention and problem-solving support as needed.

● Model best practices for trauma-informed outreach and housing navigation. ● Work respectfully with clients, meeting them where they are, and supporting equitable access to services.

● Maintains client records, writes log entries, and other documentation within client databases and other reporting tools, maintaining confidential information appropriately.

Community Collaboration

● Maintain positive and productive working relationships with collaborating agencies, service providers, and community partners, including the City of Missoula.

● Cooperate and coordinate appropriately with law enforcement, first responders, healthcare systems, and other stakeholders to support client outcomes.

● Serve as the primary point of contact for external partners regarding HOT operations.

● Represent HOT at coalition meetings, provider groups, and community planning sessions.

● In coordination with community partners, assist with planning and executing of annual events (Homeless Persons Memorial, PIT count, RAD, etc.)

● Build and strengthen relationships to enhance coordinated care and systems-level solutions.

General

● Data & Compliance: Maintains accurate documentation and ensures compliance with funder, grant, and organizational requirements.

Minimum Qualifications

● Bachelor’s degree in social work, human services, public health, or related field preferred. A combination of education and experience will be considered.

● One year of supervisory or leadership experience, preferred.

● Experience in homeless services, outreach, or a related field.

● Knowledge of trauma-informed care, harm reduction, and housing-first practices. ● Valid driver’s license and reliable transportation.

Physical Demands

While performing the duties of this job, the employee is regularly required to sit and talk or hear. The employee is frequently required to use hands to finger, handle, or feel and reach with hands and arms. The employee is occasionally required to stand; walk; climb or balance and stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move 10 pounds, and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

Work environment and conditions:

● Combination of office-based and field-based work, with frequent local travel.

● Regular exposure to outdoor environments in all weather conditions.

● The noise level in the work environment is usually moderate.

● Exposure to unpleasant sights, sounds, and odors is frequently encountered.

Pay: $20.00 - $22.00 per hour

Expected hours: 40.0 per week
