Full Job Description

The Continuity of Operations and Emergency Management Planner is responsible for developing, implementing, and maintaining continuity of operations plans and emergency management procedures to ensure the organization can effectively respond to and recover from disruptive incidents. The planner will collaborate with various departments, contractors and leadership to assess risks, conduct training and exercises, and ensure compliance with Joint Commission and relevant regulations and best practices.

Principle Accountabilities:

1. Provides oversight and direction in the development, implementation and compliance of a comprehensive Continuity of Operations Plan (COOP). Work with all departments, employees and C-Suite to ensure St. Luke’s COOP plan is developed, sustained, training and exercised.
Assist and act as the back-up to the Safety Officer in areas of safety, regulations, and standards as set forth by the Center for Medicare/Medicaid Services (CMS), The Joint Commission (TJC), Occupational Safety and Health Administration (OSHA), National Fire Protection Association (NFPA), and other regulatory bodies and/or evidence-based practices.
Oversees Emergency Management planning and preparedness activities. Acts as the Emergency Preparedness Coordinator to the hospital’s Emergency Operations Plan and represents the organization in local, regional and state-wide planning groups responsible for emergency preparedness. Assist in performing the Annual Effectiveness Review of said plan and sets annual goals.
Plans and facilitates internal drills and coordinates semi-annual disaster drills. Conducts post drill assessments and briefings. Develops educational programs for all personnel regarding all-hazards.
Work with outside agencies to ensure that the COOP plan of St. Luke’s works in coordination with outside partners.
Performs other work duties as assigned.

Knowledge, Skills & Abilities

Knowledge of federal, state, and local emergency management laws and regulations.
Strong analytical and problem-solving skills, with the ability to think critically under pressure.
Working knowledge of Hospital Incident Command (HICS) and the National Incident Management System (NIMS).
Ability to lead presentations, committee meetings, and training.
Ability to retain knowledge and provide this knowledge to others.
Excellent communication and interpersonal skills, with the ability to work collaboratively across departments.
Proficiency in Microsoft Office 365.

Mostly indoors in a temperature-controlled and well-lit environment. Motor coordination and manual dexterity are frequently necessary for the coordination off eye-hand and motor functions in computer and phone use. Regular inter-office or inter-campus traveling with frequent sitting.

Bachelor’s degree in emergency management, Public Administration, Business Continuity, or a related field.
