Full Job Description

Description

The Modesto Irrigation District is currently recruiting to fill one full-time regular positions to provide a variety of clerical support for the Transmission & Distribution Department to include receiving and responding to questions from the public, other District staff, and outside agencies; to prepare documents from marginal notes, rough draft, or verbal instructions; and to provide other support duties as assigned.

The position will be filled at the appropriate level based on the qualifications of the successful candidate.

Any qualified individual may apply. This is a non-exempt position and is allocated to the Administrative, Technical, and Clerical Bargaining Unit. The list established as a result of this recruitment may be used to fill other Clerk I/II vacancies within the District that may occur through July 27, 2027.

Clerk I This is the entry level class in the Clerk series. Positions in this class typically have little or no directly related work experience. The Clerk I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under general supervision while learning job tasks, progressing to direction as procedures and processes of assigned area of responsibility are learned.

Clerk II This is the journey level class in the Clerk series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.
This class is distinguished from the Clerk III in that the latter is responsible for providing indirect supervision and performing the most complex tasks.
Supervision Received and Exercised

Clerk I: Receives general supervision from a higher level supervisor or manager.
Clerk II: Receives direction from a higher level supervisor or manager.

Examples of Duties

Duties may include, but are not limited to, the following:

Serve as first line of contact to external customers via telephone or in person; refer customers to appropriate staff and/or provide a variety of general information regarding District functions and services; and explain division and District operating policies and procedures.
Type and proofread a variety of documents including general correspondence, agendas, reports, and memos; prepare a variety of materials from marginal notes, rough draft or verbal instructions.
Compile information from various sources.
Develop, maintain and archive a variety of files and records.
Order, maintain and reconcile purchases of office supplies, merchandise and other and special purchases related to department operations; maintain inventory.
Respond to letters and routine correspondence; receive, sort, open, time stamp and distribute time mail.
Compile and tabulate financial or statistical data.
Schedule meetings and make meeting arrangements.
Operate standard office equipment including personal computers which utilize various software.
Build and maintain positive working relationships with co-workers, other District employees, outside agencies and the public using principles of good customer service.
Perform related duties as assigned.

Typical Qualifications

Clerk I

Knowledge of:

Modern office procedures and equipment.
Principles of business communication, including the proper use of grammar, spelling and punctuation.
Principles and practices of safety management.
Modern office equipment including the use of applicable computer applications.
Principles and practices of effective customer service.

Ability to:

Learn pertinent local State and Federal laws, codes, ordinances, District functions, policies, rules and regulations.
On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.
Develop and maintain filing systems.
Perform arithmetic calculations.
Interpret rules, regulations and follow instructions.
Compose general correspondence and letters.
Plan and organize workload.
Operate and use modern office equipment including a computer and applicable software.
Establish and maintain effective working relationships with those contacted in the course of work.
Communicate clearly and concisely, both orally and in writing.

Experience and Training

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience: One year of increasingly responsible clerical experience.

Training: High school diploma or equivalent.

License and Certificate: Possession of a valid California Class C driver's license.

Clerk II

In addition to the qualifications for the Clerk I:

Knowledge of:

Advanced customer service techniques.
Policies and procedures of the assigned division, department, or program.
Basic accounting principles; financial record keeping and reporting.

Ability to:

Independently perform administrative duties in support of assigned division, department or program.
Research, respond to, and assist in the resolution of inquiries and complaints.
Prepare correspondence, memorandums, and routine financial and operational reports.
Use independent judgment and personal initiative.
Know, understand, interpret and explain division, department, and program policies and procedures.

Experience and Training

Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:

Experience: Three years of progressively responsible experience similar to Clerk I with the District.

Training: High school diploma or equivalent.

License and Certificate: Possession of a valid California Class C driver's license.
