THE POSITION Under the supervision of the Funding Development Manager, the Staff Services Coordinator be responsible for all aspects of Implementation and Grant Management for the new California Department of Social Services (CDSS) Children's Crisis Continuum Pilot Program Grant. The Staff Services Coordinator will organize and facilitate meetings (develop agendas, engage stakeholders, and maintain minutes); represent the County in CDSS Learning Collaborative and Technical Assistance meetings; serve as the primary liaison with CDSS to ensure grant compliance; and support contract execution, scope of work updates, ongoing monitoring, and stakeholder coordination. Typical Tasks
- Lead all aspects of grant implementation and management on behalf of the agency and its designated service partners.
- Serve as the primary liaison with grant administrators, including participation in required meetings and technical assistance calls, to ensure compliance with all program requirements.
- Convene and facilitate grant-related meetings and workgroups; develop agendas, engage stakeholders, and maintain accurate documentation.
- Oversee execution, review, and amendments of scopes of work and agreements; conduct ongoing contract monitoring and stakeholder coordination.
- Partner with the fiscal team to manage grant finances, including budget development and projections, revenue tracking, invoice and payment review, and financial reporting.
- Develop and maintain systems and tools to support project management, invoicing, data collection, performance measurement, and grant reporting.
- Compile, analyze, and submit required programmatic, fiscal, and performance reports in compliance with grant and oversight requirements.
- Develop and implement data collection processes; analyze statistical, financial, and outcome data; and support program evaluation and continuous improvement efforts.
- Maintain comprehensive records, documentation, and data systems to ensure compliance with funding, legal, and confidentiality requirements.
- Prepare and deliver presentations and progress reports to internal and external stakeholders, including executive leadership and governing bodies.
- Coordinate and oversee data- and outcomes-related projects; set priorities, manage multiple deadlines, and work independently with strong time management skills.
- May supervise or direct the work of staff while performing administrative assignments.
- Collaborate effectively as both a team member and team leader; build and maintain strategic relationships with internal and community partners.
- Demonstrate cultural responsiveness in serving diverse populations and maintain knowledge of essential behavioral health service frameworks.
- Demonstrate proficiency in Microsoft Office applications, including Excel, Word, and database systems.

KNOWLEDGE
- Grant Administration and Compliance - Knowledge of principles and practices of grant management including grant implementation, monitoring, compliance requirements, reporting standards, and coordination with funding agencies and oversight bodies.
- Contract and Agreement Administration - Knowledge of contract development, scopes of work, monitoring, amendments, and compliance with funding and regulatory requirements.
- Public Sector Fiscal Management - Knowledge of governmental budgeting, grant finance management, revenue tracking, expenditure monitoring, invoicing processes, and financial reporting.
- Program and Project Management - Knowledge of project management principles including work planning, timeline management, coordination of multiple projects, workflow monitoring, and performance tracking.
- Data Collection and Program Evaluation - Knowledge of data management systems, data collection methodologies, statistical analysis, performance measurement, and outcome evaluation used to support program improvement and reporting.
- Government Programs and Regulations - Knowledge of applicable federal, state, and local regulations governing publicly funded programs, including documentation, audit requirements, and reporting obligations.
- Administrative Systems and Office Technology - Knowledge of administrative procedures, recordkeeping systems, database management, and business software including Microsoft Office applications.
- Public Health and Behavioral Health Systems - Knowledge of behavioral health service delivery systems, community partnerships, and principles of culturally responsive service provision.

EDUCATION/EXPERIENCE
- Bachelor’s degree from an accredited college or university in Public Administration, Business Administration, Public Health, Social Services, Finance, or a closely related field
AND one of the following:
- One (1) year of supervisory experience in grant administration, fiscal monitoring/tracking, contract management, or data analysis; OR
- One (1) year of supervisory experience in supporting behavioral health programs, including administrative operations, grant-funded services, or program coordination in a children’s services program ; OR
- One (1) year of experience comparable to a Staff Services Analyst in Stanislaus County performing related administrative, program, fiscal, or contract support duties
- Progressively responsible experience in a related area may be substituted for the required education on a year-for-year basis. - Two (2) years of supervisory or lead experience in a public or private agency overseeing staff or coordinating program activities related to grant administration, contract monitoring, fiscal tracking, program reporting, or data analysis; OR
- Two (2) years of experience working in the Children’s System of Care or a related behavioral health or human services program, including experience coordinating services, collaborating with community partners, supporting grant-funded initiatives, or monitoring program outcomes.

EXAMINATION PROCESS
Most County recruitments consists of the steps detailed below and are governed by Merit Principles. The examination process ensures that all applicants are given the same opportunity to gain employment within Stanislaus County.

GENERAL INFORMATION Unless otherwise provided, this position is part of the Classified Service of the County and is assigned to the Mid Management/Supervisory bargaining unit for labor relations purposes. Individuals who are in a full-time classification position are required to serve a twelve-month probationary period, which may be extended an additional six months, for a total of eighteen months. Final appointment will be conditional upon successfully passing a County paid pre-employment drug screening (if applicable for position) and a job-related background investigation. Some positions may require possession or the ability to obtain, and maintenance of a valid California Driver’s license or the ability to utilize an alternative method of transportation when needed to carry out job related essential functions.
