Participates in the hiring, evaluation, and training of new employees.
Assists the Tax Administrator in the preparation of annual revenue estimates for the county budget process.
Ensures reports are sent to county clerk for distribution to the governing body and county officials.
Performs duties of subordinate staff as needed during vacation or sick leave periods
Researches and advises the Tax Administrator on difficult or controversial situations.
Ensures the concerns and problems of staff are resolved and/or conveyed to Tax Administrator for his/her assistance when needed
Prepares annual operating budget for assigned divisions
Assists in the planning for the utilization of manpower, space, and equipment.
Evaluates divisional activities and recommends any needed changes
Coordinates office functions with other tax divisions and county offices
Reviews, Interprets and makes policy decisions based on general statutes, case law, Department of Revenue memos, county policies and office procedures for staff.
Approves employees leave time to ensure adequate staff in order to maintain effective operation.
Participates in establishing divisional and department goals, policies, procedures, and operations.
Assists staff in resolving special problems and irate customer situations.
Performs other related duties as assigned.
POSITION SPECIFIC FUNCTIONS
Appraisal
Provide general oversight in the planning and coordination of activities related Real Estate Appraisal, GIS/Land Records, tax relief programs, and other general assessment functions.
Monitors workload and workflow with in the division and between the real estate division and other divisions and departments.
Develops policies and procedures to best utilize CAMA system.
Evaluates divisional activities and recommends any needed changes.
Coordinates the development and preparation of the Schedule of Values leading up to periodic reappraisals.
Prepares information on matters to be presented to the Board of Equalization and Review.
Creates plans for and guide implementation of new technology systems.
Serves as hearing clerk for the Board of Equalization and Review.
Assists in the defense of property tax appeal to the NC Property Tax Commission and beyond.
Compiles, calculates, and disseminates annual tax bills for Union County, fourteen municipalities, 17 fire tax districts, and related special assessment districts.
Prepares ad hoc reports for data editing, forecasting, what-if scenarios, legislative impact studies, and other situations for internal and external customers as requested.
Provides property tax data files to requesting parties upon request.
MINIMUM QUALIFICATIONS
Education and Experience:
Bachelor’s degree in Accounting, Business Administration, GIS, Public Administration, Real Estate, Data Analytics, or related field and seven (7) years of experience in Business Management, Tax Office Administration, or related field; or equivalent combination of education and experience.
Licenses or Certifications:
Appraisal
Possession of Appraiser Level I, II, or III certification issued by the North Carolina Department of Revenue, or the ability to obtain the Level I within two years of employment; or RES, AAS, or CAE designation issued by IAAO
Must have a valid Driver's License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.
PREFERRED QUALIFICATIONS
Education and Experience:
Bachelor’s degree in Accounting, Business Administration, GIS, Public Administration, Real Estate, Accounting, or related field and eight (8) years of experience; or Master’s degree in Business Administration, Public Administration, Accounting, or related field or equivalent and five (5) years of experience in Business Management, Tax Office Administration or related field or equivalent combination of education and experience.
Licenses or Certifications:
Appraisal
Possession of Appraiser Level II or III certification issued by the North Carolina Department of Revenue; or RES, AAS, or CAE designation issued by IAAO

PHYSICAL DEMANDS
Must be physically able to operate a variety of machinery and equipment including computers, typewriters, calculators, copiers, facsimile machines, etc. Must be able to exert up to 10 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to move objects. Physical demand requirements are in excess of those for Sedentary Work. Light Work usually requires walking or standing to a significant degree. However, if the use of arm and/or leg controls requires exertion of forces greater than that for Sedentary Work and the worker sits most of the time, the job is rated for Light Work.
