Full Job Description

SENIOR ACCOUNTANT

Job Summary:

The Senior Accountant will assist the CFO in the overall fiscal management of Primary Health Services Center, including grants management, general ledger and financial reporting, supervision of 3rd party billing, bookkeeping, and accounting and collections staff. The Senior Accountant will function as Interim CFO in the event of a long-term absence by the CFO.

Qualifications:

1. BS/BA or master’s degree in business administration or accounting. CPA preferred.

2. Must have a minimum of three (3) years' experience in the following areas: Budget preparation and fiscal management, experience in accounting and data tracking, computer programs, grant management supervision.

3. Must have experience in the health care industry insurance financial practices related to Medicaid, Medicare, private insurance preferred.

Responsibilities:

1. Practical experience and knowledge in the preparation and supervision of all center budgets related to operations, grants, patient revenues, private donations and state and foundations awards.

2. Working knowledge of accounting, bookkeeping and billing systems. Provides recommendations on software and hardware selections related to financial matters.

3. Assists with the preparation of UDS Reports.

4. Assists with the compilation of financial information required for audits.

5. Prepares Payroll from Time Entry, review all payroll changes and authorizations, generating payroll runs, paying taxes, and all other required payroll reporting.

6. Complete PHS required Federal Financial Reports (FFRs).

7. Complete and submit to the CFO for approval, quarterly required Medicare Credit Balance Reports.

8. Prepares requested account analysis.

9. Reconciles bank accounts including all federal, state, foundation and grant accounts.

10. Assist the CFO in preparing financial statements each month for CEO and Board review and approval.

11. Assist the CFO in the development and supervision of the purchasing system.

12. Assist the CFO in the development, implementation, and monitoring of systems to ensure maximum internal control of finances, including confirming bank balances; processing outstanding bills; checks depreciation schedules on property and equipment, maintains inventory list and monitors receipts from MOU/MOAs.

13. Supervises bookkeeping activities, including the editing/correcting of all output from department (such as finance statements, trial balances, etc.)

14. Assist the CFO with the information required to complete the annual Medicare Cost Reports.

15. Develop, implement and train staff as appropriate in accounts payable procedures.

16. Establish interim reimbursement rates with various insurers who reimburse on a cost-of-service basis.

17. Conduct periodic cost studies as required or requested by CFO and/or CEO – survey fee structures, costs of services, and work methods to improve efficiencies of scale.

18. Monitor compliance with organizational financial policies and procedures and make recommendations for modifications and/or changes including the development of new policies as appropriate.

19. Monitor User/encounter values monthly and develop reports related to staff productivity, organizational productivity compared to expectations, revenues related to productivity and make recommendations regarding organizational procedures that assure goals are met.

20. Represents agency in a positive manner to other community agencies, health care providers, hospitals, consultants, etc.

21. Maintains a positive work environment by behaving and communicating in a manner that gets along with customers, clients, co-workers, and management.

22. Follows HIPAA rules and regulations regarding the protection of the patient health information.

23. Comply with applicable law and fully compliant and cooperate with PHSC’s Compliance Program.

24. Any other duties as deemed necessary and assigned by Supervisors.
