General Statement of Duties / Distinguishing Features of the Class

Lead the heartbeat of Butte’s premier event venue. As Civic Center Manager, you’ll guide daily operations, shape memorable experiences, and bring people together by scheduling and promoting events that energize our community.

This is highly responsible and challenging management, technical, administrative, supervisory, marketing and financial work involving the planning, direction and supervision of the Civic Center facility. The work is performed under the general direction and supervision of the Chief Executive, and the Civic Center Board, but extensive leeway is granted for the exercise of independent judgment and initiative. The nature of the work performed requires that an employee in this class establish and maintain close cooperative working relationships with the Civic Center Board members, Chief Executive, Government Buildings Manager/Chief Engineer, other managers and employees, event coordinators, performers, school representatives, vendors, retailers and the general public. Supervision is exercised over the work of cashiers, concession supervisor, concession workers, clerical support staff, Civic Center Building Engineer (full time and part time) and helpers.

Examples of Essential Work (Illustrative Only)

Prepares and implements marketing/promotion plan.

Plans, directs and supervises the operation and activities of the Civic Center facility.
Implements and supervises the set-up and tear-down of Civic Center events and outside events that use Civic Center resources and equipment.
Develops and implements safety standards and practices for both the workplace and for the public’s safety and security.
Coordinates event security with local law enforcement, emergency services, and private security firms.
Recruits and supervises volunteers who assist with event security and safety.
Develops goals, plans and measurements for the identification and evaluation of Civic Center needs.
Confers with the Civic Center Board and Chief Executive to discuss, identify and assess Civic Center needs.
Works closely with Government Buildings, Public Works, Community Enrichment, Parks and Recreation, and other departments to achieve mutual department goals.
Identifies the costs, timing and other key issues involved in meeting Civic Center short-term and long-term needs;
Develops recommendations for enhancing Civic Center operations and services.
Prepares annual budget for Civic Center operations.
Prepares grant applications, administers the financial and physical implementation of awarded grants;
Solicits and coordinates sale of advertising to be displayed at the Civic Center.

Handles bookings, prepares contracts, collects rental and deposit fees from facility renters to ensure all administrative procedures have been followed and revenues have been received.
Administers and enforces facility use agreements, vendor contracts, performer agreements, and related contractual obligations.
Ensures Civic Center operations comply with applicable federal, state, and local laws, regulations, codes, licensing requirements, and organizational policies.
Develops and maintains productive working relationships with contractors, vendors, promoters, concessionaires, and community partners.
Identifies facility maintenance needs and recommends capital improvements, equipment replacement, and long-term facility planning.
Promotes a high level of customer service for patrons, renters, performers, vendors, and community partners.
Directs the preparation of a computerized ticketing system prior to each event and reviews reports so that collected tickets match revenues.
Oversees all box office operations, directs box office staff to ensure that adequate coverage is available for each event.
Monitors the work and staff coverage of clerical support staff, ticket sellers, concessions workers, and service workers to ensure related activities are being completed efficiently and effectively.
Responsible for marketing and promotion of the Civic Center.
Develops and implements marketing, advertising, sponsorship, and community outreach strategies to maximize facility utilization and revenue.
Develops and coordinates annual operating calendar, including activity schedules, dates and hours of operation, and projections for attendance and revenue.

Monitors expenses and revenue receipts to assure conformity with budget.

Prepares agendas and exhibits for Board meetings, assists in conducting meeting and following through on recommendations and policies.
Prepares and presents information for the Chief Executive, Council of Commissioners, and community organizations and agencies.
Answers questions from the public relating to Civic Center activities and policies.

Interviews, hires, trains, assigns, prioritizes, motivates, supervises and evaluates the work of departmental staff.
Participates in union negotiations.
Attends meetings, conferences and workshops as requested and authorized.
Performs related work as required.
Performs all duties and work assignments in a safe, healthy, and environmentally sound manner. Specifically, complying with the Health & Safety Program; maintaining work areas in a safe and orderly manner; identifying and reporting unsafe conditions; reporting all accidents; wearing required personal protective equipment; and attending safety-related meetings, training sessions, fit testing, etc.
Performs all duties and work assignments in compliance with project quality requirements.
Acts responsibly and ethically, and in conformance with generally accepted business, occupational, and professional standards.
Performs other duties as assigned.

Required Experience, Training, Knowledge, Skills, and Abilities

Required Knowledge, Skills, and Abilities

Comprehensive knowledge of facility development and operational planning for a multi-purpose facility.
Comprehensive knowledge of facility operations, marketing and sales, ticketing procedures, security and crowd control operations, food and beverage activities, events coordination and accepted financial control and accounting methods and procedures.
Thorough knowledge of the principles and practices of public administration.
Ability to plan and direct the development of recreational and entertainment facility improvements.
Ability to plan, organize, prioritize, motivate, supervise and evaluate the work of others.
Ability to prepare activity reports, job cost estimates on short and long-range projects and to prepare budget estimates.
Ability to communicate well with Chief Executive, Civic Center Board, supervisors, employees, agents, performers, school district personnel and the general public both orally and in writing, using both technical and non-technical language.
Ability to establish and maintain effective working relationships with other employees, supervisory personnel, vendors, customers and the general public.
Ability to respectfully diffuse conflict with angry or upset vendors, event attendees, and members of the public;
Knowledge of contract administration and vendor management.
Knowledge of applicable safety regulations, building occupancy requirements, and public assembly standards.
Ability to negotiate agreements and resolve disputes with clients, vendors, performers, and community partners.
Ability to prepare accurate and reliable reports containing findings, recommendations, budget projections, revenues and expenditures and facility plans.
Ability to operate a personal computer using word processing, spreadsheet and database applications appropriate to assigned duties.
Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions.
Ability to perform a wide variety of management, administrative and maintenance tasks with accuracy and speed under the pressure of time-sensitive deadlines.
Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology.
Ingenuity and inventiveness in the performance of assigned tasks.

Acceptable Experience and Training

Graduation from a college or university of recognized standing with a Bachelor’s Degree in Business Administration or closely related field; and
Considerable experience in supervision and management of a multi-purpose facility and community relations; or
Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

Required Special Qualifications

Possession of a valid driver’s license issued by the State of Montana.
Must be a resident of Butte-Silver Bow during employment according to Butte-Silver Bow Ordinance.
- "2.08.010 Residence during employment. From and after October 1, 1979, all employees of the local government of Butte-Silver Bow shall be bona fide residents within the boundaries of Butte-Silver Bow during the period of their employment by the government of Butte-Silver Bow. (Ord. 85 § 1, 1979)”

Essential Physical Abilities

Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to communicate well with the Chief Executive, Civic Center Board of Directors, maintenance and events supervisors and workers, customers, performers, exhibitors and the general public.
