Full Job Description

The City of Salinas is seeking an experienced professional to fill the vacancy of Finance Manager. If you have a strong background in finance and are looking for your next leadership role we encourage you to submit your application today!

Summary of Duties: This position oversees assigned programs including the budget, treasury, revenue, and purchasing activities in the Finance Department. Provides responsible and complex staff assistance to the Finance Director and Assistant Finance Director. Assists with the annual budget, oversees assigned divisions, recommends and implements policies and procedures; conducts organizational and operational studies, and prepares financial reporting and presentations.

Distinguishing Characteristics: This is a senior management level position within the Finance series of jobs. The Finance Manager is distinguished from lower-level positions in its responsibility, expertise, and overall direction of the division and requires the use of considerable independent judgement and initiative with minimum supervision.

Supervision Received and Exercised: General direction is received from the Finance Director or Assistant Finance Director. Exercises supervision of assigned divisions, programs and staff within the Finance Department which may include management, supervisory, professional, technical, and clerical personnel.

Essential Job Functions

Assumes Citywide management responsibility for assigned programs and services including but not limited to budget, treasury, revenue, and purchasing
Manages and supervises staff in the preparation and review of the City’s annual Operating and Capital Improvement Program budgets, budget proposals for assigned departments and divisions, and the completion of complex financial analysis of proposed budget and policy changes
Tracks, manages, and administers the City’s cash position, daily expenditures, and investment portfolio
Develops and implements policies and procedures regarding the budget development process; recommends modifications and enhancements to budget procedures and processes; schedules, implements and manages a formal budget development process
Develops and manages personnel cost estimates and labor cost analysis
Oversees personnel and non-personnel cost allocation, fee schedule, and cost-benefit analysis and recommendations
Directs, designs and conducts training related to budget and purchasing processes and procedures
Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommends and administers policies and procedures
Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; recommends, within departmental policy, appropriate service and staffing levels
Plans, directs, coordinates, and reviews the work plan for assigned staff; assigns work activities, projects, and programs; reviews and evaluates work products, methods, and procedures; meets with staff to identify and resolve problems
Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; works with employees to correct deficiencies; implements discipline procedures as required
Oversees and evaluates current budget practices and procedures; develops and implements enhancements to current budgeting practices
Researches and resolves a variety of complex budget issues and problems identified by staff for assigned program areas, including questions from City employees
Participates in various financial reporting duties; assists in the annual financial audit and financial statement preparation process, oversees and prepares tax related matters, including 1099 forms
Oversees assigned City finance programs and functions to ensure compliance with mandated requirements
Provides responsible staff assistance to the Finance Director or Assistant Finance Director; conducts a variety of organizational and operational studies and investigations; recommends modifications to assigned financial programs, policies, and procedures as appropriate
Serves as the liaison for assigned division to other divisions, departments, and outside agencies; negotiates and resolves sensitive and controversial issues
May serve as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other necessary correspondence
Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of finance and accounting
Responds to and resolves difficult and sensitive resident inquiries and complaints
Develops processes to ensure business continuity in the event of a disaster
Performs other duties as assigned

Minimum Qualifications

Knowledge of:

Operational characteristics, services, and activities of a municipal finance program particularly in the areas of municipal accounting and budgeting
Advanced principles and practices of budgeting and accounting
Principles of municipal fund accounting
Generally accepted accounting principles and practices
Principles and procedures of financial record keeping and reporting
Principles and practices of program development and administration
Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases
Principles and practices of municipal budget preparation and administration
Principles of supervision, training, and performance evaluation
Pertinent federal, state, and local laws, codes, and regulations

Ability to:

Oversee and participate in the management of a comprehensive municipal finance and accounting program
Oversee, direct, and coordinate the work of lower-level staff
Select, supervise, train, and evaluate staff
Participate in the development and administration of division goals, objectives, and procedures
Research, analyze, and evaluate new service delivery methods and techniques
Analyze financial information and identify potential problems
Prepare various financial analyses
Prepare and administer large program budgets
Prepare and present clear and concise administrative and financial reports
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals
Interpret and apply federal, state, and local policies, laws, and regulations
Operate office equipment including computers and supporting word processing, spreadsheet, and database applications
Adapt to changing technologies and learn functionality of new equipment and systems
Understand and maintain financial software set-ups, troubleshoot problems, and identify possible enhancements
Communicate clearly and concisely, both orally and in writing
Establish and maintain effective working relationships with those contacted in the course of work

Education: A Bachelor's degree from an accredited college or university with major course work in Accounting, Finance, Business Administration or a related field.

Experience: Four years (full-time equivalent) of increasingly responsible experience in accounting, budgeting, or auditing and one year of supervisory/lead experience preferably in a governmental or public agency setting.

Supplemental Information

Physical Demands and Working Conditions: This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to twenty-five pounds. Travel for training, meetings, and workshops. May be required to work evenings and weekends.

Employees work in an office environment with moderate noise levels and controlled temperature conditions. Employees may interact with disgruntled staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Employee must complete SB 1343 Sexual Harassment Prevention Training within six months of appointment and every two years thereafter.
