Full Job Description

Overview

The Agency of Education (AOE) is seeking a detail-oriented and proactive professional to serve as a Grant Management Specialist II. This position requires strong project management and organization skills to support the administration of federal education grants. Duties include organizing monitoring of local education agencies (LEAs), managing waiver processes and data collections, coordinating professional development events, assisting the field and providing administrative support for the Grants team. The position will take on a largely administrative role during the initial onboarding, with opportunities for more independent project work and system improvement expected as the candidate progresses into the position. This position facilitates the essential mechanisms that enable the Team to ensure compliance with statue and administer federally funded education programs.

Duties:

Coordinates the essential grants management related tasks for various federal programs:
- Operationalizes the work through the annual grant cycle, federal and state timelines and maintains proper documentation for compliance.
- Develops systems for consistent procedural implementation and improves processes for efficiency and accuracy.
- Develops timelines, checkpoints, and reminders for the field, builds reporting tools, and performs data entry for complex reports.
- Coordinates the timely processing of various program waivers, maintains documentation and follows up with LEAs.
Project manages monitoring tasks:
- Organizes timeline for monitoring LEAs through a comprehensive approach that includes formal monitoring reviews, application assessments, data collections, and professional training.
- Tracks progress of LEAs during monitoring and supports staff in completing reviews.
- Creates resources such as templates and guides to help LEAs effectively achieve and maintain compliance with complex federal and state requirements.
- Coordinates numerous professional development trainings for LEA staff, organizing all logistical details and event planning of these trainings (both virtual and in-person):
- Plans trainings throughout the grant cycle for a coordinated approach to technical assistance.
- Provides administrative and technical support before and during event to troubleshoot issues as they arise.
Supports the annual cycle of grant applications:
- Tracks status of subgrantees applications and provides technical assistance to the field regarding application submissions.
- Participates in the grant application roll over process, supporting consistent functionality in grants management software and testing functionality.
- Participates in the development, revision and testing of information collection tools and databases for optimal planning and operation of the CFP application and other technology platforms essential to the oversight of grant programs.
- Reviews and revises resources in collaboration with Program/content experts
- Updates the website to ensure relevant resources and updated contacts are available.
- Sends communications and newsletters, monitors team group email, acts as a first point of contact for the Grants team.
Supports calculation of Federal formula grant allocations:
- Interpret federal statute and guidance to ensure state's calculation aligns with requirements.
- Manipulate calculation formulas within excel to function appropriately.
- Explain to internal and external partners how the calculation functions to result in final allocations.

Although the full salary range for this position is provided, new hires are typically made at the salary range minimum.

Environmental Factors

Work is performed primarily in an office setting and in a variety of field situations including large group meetings. Some private means of transportation should be available since occasional travel outside of the worksite will be required. Meetings with various advisory committees, public interest groups, municipal officials and program staff as well as basic position functions may entail significant evening hours. Urgent deadlines can be anticipated.

Minimum Qualifications

Bachelor’s degree or higher in business management, accounting, public administration, or related field AND three (3) or more years of experience with managing grants, public administration, or related field.

Five (5) or more years of experience with managing grants, public administration, or related field.

One year (1) or more of experience as a Grants Management Specialist I.
