West Pittston Borough

Bookkeeper / Administrative Assistant

Status: Full-Time, Non-Union
Salary: $40,000-$50,000 Annually
Department: Administration
Location: Borough Administration Office
Reports To: Borough Manager

Position Summary

The Bookkeeper / Administrative Assistant is responsible for providing financial recordkeeping, bookkeeping, reception, and administrative support services for West Pittston Borough. Reporting directly to the Borough Manager, this position serves as the primary point of contact for residents and visitors while assisting with the daily administrative operations of the Borough. The Bookkeeper / Administrative Assistant exercises sound judgment, maintains strict confidentiality, and performs assigned duties in accordance with Borough policies and all applicable federal, state, and local laws.

Essential Duties & Responsibilities

Financial Administration

Maintain accurate financial records using QuickBooks in accordance with Borough policies and generally accepted governmental accounting principles (GAAP).
Track monthly utility expenses for Borough facilities.
Assist in the preparation of monthly and annual financial reports, year-end financial schedules, and supporting documentation for auditing, budgeting, and municipal reporting purposes.
Verify invoices for accuracy, process approved invoices and prepare checks for authorization.

Reception & Customer Service

Serve as the primary receptionist for the Borough Administrative Office by greeting visitors, answering telephone calls, directing inquiries, and providing information regarding Borough services.
Receive payments, applications, permits, and other Borough documents in accordance with established procedures.
Maintain professional, courteous, and responsive relationships with residents, contractors, vendors, elected officials, governmental agencies, and the public.
Maintain accurate physical and electronic filing systems and official Borough records.

Administrative Support

Provide administrative support to the Borough Manager in the preparation of correspondence, reports, purchasing documentation, and municipal projects.
Conduct research, compile information, and prepare reports as requested by the Borough Manager.
Provide administrative continuity during the temporary absence of the Borough Manager by assisting with routine office operations, coordinating communications, and performing other authorized duties as directed. This position shall not assume statutory duties assigned by law to the Borough Manager, Borough Secretary, Borough Treasurer, or other appointed or elected officials unless specifically authorized.
Perform other related duties as assigned by the Borough Manager or Borough Council.

Essential Qualifications

Minimum Qualifications

High school diploma or equivalent.
Bookkeeping experience utilizing QuickBooks or comparable accounting software.
Proficiency with Microsoft Office Suite and general office technology.
Strong communication, organizational, mathematical, and recordkeeping skills.
Ability to maintain confidentiality and exercise sound judgment in handling sensitive financial and personnel information.

Preferred Qualifications

Experience in municipal or governmental accounting, fund accounting, or local government finance.
Associate degree in accounting, business administration, finance, or a related field.
Professional certifications or training related to municipal finance, bookkeeping, or public administration.

Physical Requirements

The employee must be able to sit for extended periods, frequently use a computer and other office equipment, occasionally lift and carry items weighing up to 25 pounds, and perform routine filing and office tasks. Attendance at occasional evening meetings or special events may be required.
