Assistant Resource Conservation Planner
The Assistant Resource Conservation Planner provides direct conservation planning and implementation assistance to private landowners and agricultural producers throughout Latah County.
The measure of success is the proactive delivery of services to private landowners and agricultural producers in a professional, efficient and productive manner leading to the conservation of Latah County’s natural resources consistent with mission and goals of landowners, agricultural producers, funding agencies and the Latah SWCD. The successful candidate must be able to work productively with a diverse community of landowners, farmers, ranchers, tribes, community organizations, and government agencies.
This position will work primarily in the conservation ag division of the organization, position is dependent on continued funding. Workload will be designated by District Manager.
PRIMARY DUTIES AND RESPONSIBILITIES
Conservation Planning Assistance
1. Conduct resource inventories for agricultural, forest and range lands. Identify resource concerns originating with the management of these lands.
2. Facilitate the identification and coordination of landowner/operator conservation objectives.
3. Coordinate landowner/operator conservation objectives with existing federal, state, and local conservation programs and technical services.
4. Assist with the development of landowner/operator conservation plans based on applicable federal and state guidelines and policies.
5. Assist with the development, oversight of individual conservation contracts for federal, state, and local conservation programs.
6. Provide conservation planning assistance, as directed, to federal, state, and local conservation agencies that collaborate with the Latah SWCD.
7. Provide technical outreach services to the general public, as requested.
8. Provide technical assistance to local watershed advisory groups.
9. Prepare natural resource management articles for Latah SWCD newsletters. Assist with Latah SWCD watershed public presentations and meetings.
10. Assist with the preparation of grant applications to secure funding necessary for the implementation of conservation practices.
11. Assist with the management of individual grants and contracts.
Conservation Program Field Implementation
12. Assist with management of seasonal field staff. This may include direct supervision of seasonal staff.
13. Assist with the planning, coordination, execution, and reviews of implementation projects.
14. Assist with field monitoring programs.
15. Assist with the maintenance of equipment, vehicles and off-site storage facilities.
SUPERVISION
The Assistant Resource Conservation Planner reports directly to the District Manager, or designee as determined by annual employment agreements.
Position will primarily work on projects within the conservation ag division of the office.
EMPLOYMENT CLASSIFICATION
Regular – part time – non benefited.
Position is “non-exempt” from the Fair Labor Standards Act (FLSA) overtime requirements.
Position is contingent on continuation of funding.

COMPENSATION
Pay rate based on qualifications. Position benefits are outlined in the Latah SWCD Personnel Policy.
PERFORMANCE REVIEW
Performance will be evaluated against the duties and responsibilities developed for this position. The performance evaluation will be completed annually by the District Manager and approved by the Latah SWCD Board of Supervisors. The performance evaluations will be the basis of any merit pay increases granted by the Board of Supervisors.
