The Role: Senior Proposal Manager, Federal Contract Vehicles
Contract vehicles are your home turf. You’ve guided companies onto GSA MAS and OASIS+, chased points across a self-scoring GWAC scorecard, and told a CEO the hard truth that their past performance will not survive evaluation, months before the final RFP release. You know the award is decided by what's already true about a company: in substantiated past performance, approved business systems, certifications + clearances, teammate qualifications, and a pricing story that holds up. And you know the contract award is the starting line, not the finish; a vehicle only pays off when you win task orders.
This seat leads our Contract Vehicle Center of Excellence (CVCoE), the system behind the contract vehicle support Summit is known for, and takes it to the next level. It is a true player-coach role with a thought-leadership mandate: you personally lead our most important vehicle pursuits, you resource and develop the broader CV pursuit team, and you serve as our resident SME on all things GWAC, IDIQ, and beyond, inside the company and in front of the market.
What You'll Do
Lead vehicle pursuits + advise clients
- Own vehicle pursuits end-to-end across GSA MAS, OASIS+, SEWP, MDA SHIELD, Navy SeaPort-NxG, Alliant, and agency-specific IDIQs, BPAs, and MACs: from readiness assessment, bid decision, scoring strategy, proposal development, submission, award negotiations, task order proposals, and post-award pipeline strategy
- Build and pressure-test self-scoring workbooks against evaluation criteria; show clients which points are provable today, which need a gap-closure plan, and when the honest answer is not yet
- Own the documentation: substantiated past performance, CPARS and PPQs, business system approvals, certifications, facility clearances, and teammates; you know the difference between claiming points and defending them
- Guide structural decisions: socioeconomic tracks, domain and/or SIN selection, and teaming approaches (JVs, CTAs, mentor-protege) with their scoring and compliance implications
- Monitor amendments, industry days, Q+A releases, and solicitation refreshes mid-pursuit and adjust strategy when the ground shifts; scorecards change between draft and final RFPs, and you catch it when they do
- Write, edit, and shape narrative volumes where vehicles require them, and run multi-volume production with support from our team of writers, designers, and pricers as needed
- Support task order strategy and competition under awarded vehicles: eBuy monitoring, TORP analysis, compliance matrices, and rapid-turn responses
- Advise clients post-award on on-ramps, domain extensions, and score improvement for recompetes, and on keeping vehicles revenue-productive against minimum sales requirements
Lead the CVCoE
- Serve as Summit’s SME on all things GWAC, IDIQ, and beyond; the person our team and our clients call with the hard questions
- Track the vehicle landscape: SAM.gov, GSA Interact, agency forecasts, industry days, draft RFPs and RFIs, protests and corrective actions; know what’s coming before our clients ask
- Keep the CV team informed through internal briefings, playbooks, and lessons learned across our W2 + 1099 pursuit team
- Be the face of Summit’s contract vehicle practice: write Opportunity Trail, our CV newsletter; post regularly on Summit's channels and build your own LinkedIn presence on CV developments; and present at our Basecamp Briefings LinkedIn Live and other industry events - the person the market associates with knowing what's next on contract vehicles
- Resource and oversee concurrent vehicle pursuits, including level-of-effort planning (LOE) and delivery accountability
- Serve as a confident, trusted partner to executives making high-stakes bid and investment decisions
What You'll Bring
- 7+ years of federal proposal management experience, including personally leading key contract vehicle pursuits (GWAC, IDIQ, MAC, BPA) from readiness through award, not only task orders under them
- Wins you can point to on major vehicles: GSA MAS, OASIS+, SEWP, SHIELD, Alliant, Polaris, or agency-specific IDIQs
- Fluency in self-scoring evaluations: you can build the scorecard, defend every claimed point, and brief an executive on exactly where they stand against the requirements
- Deep insight into GSA procurement: MAS categories, SINs, and eOffer; refresh cycles; eBuy and task order flow; on-ramp mechanics; and how Best-in-Class (BIC) designations shape agency buying
- Working command of substantiation: past performance, CPARS and PPQs, approved business systems, CMMC and ISO certifications, facility clearances, and more
- Strong understanding of federal procurement processes and evaluation criteria across DoD, IC, and FedCiv agencies
- Strong writing, editing, + one-voice integration skills, plus strength in Excel, where scoring workbooks live
- Executive presence: comfort advising C-suite leaders on go/no-go calls and pushing back with evidence when the score says no-bid
- Calm under pressure; organized amid ambiguity; able to run multiple concurrent pursuits with competing deadlines
Bonus Points if You Have
- Experience with AI proposal/capture tools (Visible Thread, GovDash, GovEagle, Procurement Sciences, etc.)
- APMP certification (Foundation or higher)
- Pricing strategy experience for vehicle pursuits: price narratives, labor categories, and rate structure development
- A track record of industry visibility: webinars, LinkedIn content, conference speaking, or published analysis
- Experience in non-corporate or small-business consulting settings, and prior success working remotely
- Familiarity or proficiency in our tech stack: Asana, Harvest, Microsoft Teams/SharePoint
Compensation
$120,000-$145,000 annual, based on experience
+ $500-$1,000 win bonus for each eligible pursuit you lead to a win
(Annual incentive compensation typically averages ~$15,000, depending on volume and win rate.)
