Vickers and Nolan Enterprises (VNE) is an engineering company that provides Government projects and programs with experienced and dedicated system architects, engineers, subject matter experts (in tactical intelligence), and program managers. VNE also develops training courses and tools to prepare warfighters to effectively employ tactical intelligence systems and provide management guidance to the Government organizations that develop these systems.

Qualifications

VNE, LLC is looking for a TS Cleared Specialist, Contracts Management Analyst III

Minimum Qualifications:

Education:

Bachelor's or Advanced Degree in a business or technical field

Experience:

Ten (10) or more years experience providing contract management support.

Experience with:

Assisting the Government to draft procurement-related documents in accordance with the Federal Acquisition Regulations and associated supplements and DOD 5000 series requirements
Coordinating Industry Days
Developing Requirements documents, to include Market Research Reports, Work Statements, Contract Data Requirements Lists (CDRL), Contract Line Item Numbers (CLIN), DD-254s, Acquisition Plans, Source Selection Plans, Justifications & Approvals, and Determinations & Findings for activities approval by the Government
Providing administrative source selection support
Administering contracts, to include preparation of Procurement Requests, Modification Requests, Technical Direction Letters/Technical Instructions, and tracking obligations/expenditures, and deliverables
TS/SCI Eligible level Clearance required.

Job Description:

The scope of work covers systems engineering, technical, and management support services for the government and its associated acquisition, technology, logistics, and program management offices. Support is provided to multiple stakeholders responsible for the development, integration, and sustainment of specialized operational capabilities. The scope of support includes program management, engineering analysis and design, configuration management, testing, quality control, sustainment, cybersecurity, training, and field service representative (FSR) support for a static collection capability that functions as a subsystem within a larger integrated system.

This is in support of the development, production, and sustainment of specialized intelligence capabilities. Configuration management and associated systems engineering activities are conducted through a collaborative effort among multiple government and partner organizations to ensure interoperability, performance, and lifecycle support.

Essential Duties of the Job:

Ability to communicate task requirement information to client in a clear and concise manner.
Must be able to sit and stand for prolonged periods of time, as well as lead and participate in meetings and working groups.
Requires visual acuity to use a keyboard.
Must be able to attend work each day, during scheduled hours, unless on travel or approved time off.
Ability to work on computer for long periods, and communicate with individuals by telephone, email and face-to-face

Physical Demands and Work Environment:

While performing duties of job, employee is occasionally required to stand; walk; sit; use hand to finger, handle or feel objects, tools, or controls; reach with hands and arms; talk and hear.
Employee must occasionally lift and/or move up to 50 pounds.
Specific vision abilities required by the job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.
May be exposed to chemicals related to office equipment.
The noise level in the work environment is usually moderate (i.e. general office environment).
