The Mental Health Residential Rehabilitation Treatment Program (MH RRTP) at Tennessee Valley is a 34-bed domiciliary with a focus on SUD and PTSD. MH RRTP's mission is to provide a comprehensive, evidence-based, patient-centered treatment program that utilizes developmental, biological, psychological, and sociological approaches within a safe environment to provide individualized rehabilitation for problems associated with substance use disorder (SUD) and post-traumatic stress disorder (PTSD). The program strives to provide residents with the opportunity to achieve and maintain the highest level of independent community and service integration through the provision of residential services designed to improve functional status, sustain rehabilitation gains, promote recovery, and break the cycle of recidivism.
The program manager will lead an interdisciplinary team including social workers, vocational rehabilitation specialist, addiction therapist, psychologist, peer specialist, clinical pharmacy practitioner, psychiatric nurse practitioner. nurse practitioner, and nurses. Experience in leading multidisciplinary teams in a fast-paced setting is preferred. The incumbent should have experience treating SUD and or PTSD in an inpatient or outpatient setting.
Duties include directing administering, and managing all aspects of the program, including comprehensive planning, developing and implementing programs, policies and procedures; determining program needs; overseeing the type, quality and quantity of services provided; setting priorities; and establishing short- and long-range program goals, initiatives, and direction.
Collaborates with discipline supervisors including psychiatry, psychology, social work, and nursing by providing input in hiring, performance reviews, incentives, and discipline.
Duties with the clinical staff includes providing clinical consultation in utilizing evidence based therapeutic practices and clinical practice guideline; creating a work environment that acknowledges and respects widely divergent interests, points of views and discipline perspectives; and providing support, encouragement and direction to all staff.
Triages and assigns referrals for services in a systematic way and makes treatment recommendations. Monitors for the provision of services to be delivered in a manner that meets VA guidelines and standards.
Implements ongoing program evaluation and outcome projects using data-driven quality assurance processes including establishing and monitoring team production and performance standards; implementing patient treatment outcome and satisfaction projects; overseeing the completion of evaluation reports.
Establishes and modifies clinic scheduling profiles for all the MH RRTP. Approves and certifies timecards for the MH RRTP.
Regularly meets with staff monthly, and on an as needed basis for urgent and emergent situations.
Will establish and maintain therapeutic relationship and exercise professional judgment to provide treatment for Veterans.

Pay: Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA (Above Minimum Rate of the Grade).
Paid Time Off: 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Selected applicants may qualify for credit toward annual leave accrual, based on prior [work experience] or military service experience.

Basic Requirements:

Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Experience/Education. One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification. Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
[Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all of the following KSAs.
(a) Skill in coordinating and implementing one or more specialty program(s), across the facility.
(b) Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
(c) Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
(d) Ability to collaborate with internal and external partners to further program goal sand enhance patient centered care.
(e) Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
(f) Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
(g) Knowledge of organizational structure and impact on program operations.
