Job Summary:

GENERAL DESCRIPTION
Under general supervision, this entry-level position child support specialist I is responsible for providing comprehensive case services, including the establishment and enforcement of child support obligations. The role involves coordinating paternity establishment, managing and monitoring an assigned caseload, maintaining accurate case and financial records within database systems, and delivering location services. The position also facilitates a holistic, child-centered approach by serving as a liaison among custodial and non-custodial parties and other stakeholders to ensure consistent and effective support for the child.

Job Duties:

ESSENTIAL DUTIES AND RESPONSIBILITIES

Provides a holistic approach to supporting children and both custodial and non-custodial parties by recommending additional support services and making appropriate referrals, maintaining an up-to-date knowledge base of available resources.
Manages a standard caseload or completes assigned financial record histories, ensuring timely and accurate case processing.
Assists in establishing paternity by conducting neutral interviews, obtaining paternity affidavits, scheduling genetic testing, and counseling parties on results and next steps.
Recommends appropriate legal actions based on factual case data to child support attorney and, when necessary, to the court for establishing, modifying, or enforcing child support orders.
Facilitates meetings with involved parties to determine the most effective course of action for child support cases, while delivering professional and courteous customer service.
Documents all case activities accurately and consistently in the designated database systems within the required timeframe.
Submits monthly reports detailing case management activities or other job duties as requested by supervisory staff.
Prepares and assists in the completion of legal documents for presentation in state and/or tribal court systems.
Coordinates court dockets and notifies involved parties of scheduled court appearances for assigned cases.
Tracks and attends all court hearings related to assigned cases, accompanying the attorney as needed.
Participates in court dockets and individual staffing sessions for all assigned cases.
Performs routine procedural case management tasks in accordance with program guidelines and regulations.
Conducts investigative casework to gather relevant information, locate individuals, and identify assets.
Analyzes, computes, and adjusts child support obligations, arrearages, and judgments for both tribal and state agencies or courts as assigned.
Represents the program in hearings and appear in court as a fact witness when required.
Monitors assigned cases for regular payments and initiate income assignments as necessary.
Implements additional enforcement remedies such as pay reviews, parenting training, contempt actions, license revocations, tax intercepts, passport denials, liens, levies, and credit bureau referrals.
Engages in proactive efforts to identify and address barriers to payment, working with non-custodial parties to develop plans that support consistent child support contributions.
Supports special projects or complete additional assignments as directed.
Performs other duties, tasks, and services consistent with this position as assigned.

LEVEL OF RESPONSIBILITY

This position does not directly supervise and individuals and performs work under direct supervision.
Assignments received with set guidelines, organizes work and sets own processes.

Qualifications:

QUALIFICATIONS

Bachelor’s degree in social work, accounting, business management, behavioral science, legal studies, general studies, children and family human services, related field; or an equivalent combination of education and experience in lieu of degree.

PHYSICAL REQUIREMENTS
While performing the duties of this job, the employee is regularly required to sit; use hands to finger, handle, or feel and talk or hear. The employee is occasionally required to stand; walk; reach with hands and arms; climb or balance and stoop, kneel, crouch, or crawl. The employee must regularly lift and/or move up to 10 pounds and occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus.

CERTIFICATES, LICENSES, REGISTRATIONS

Must possess a valid driver’s license with a driving history verified through a motor vehicle report that meets requirements for Cherokee Nation underwriting rating.

OTHER REQUIREMENTS

The employee must not be and will not be under sanction by the United States Department of Health and Human Services Office of the Inspector General (OIG) or by the General Services Administration (GSA) or listed on the OIG's Cumulative Sanction Report, or the GSA's List of Excluded Providers, or listed on the OIG's List of Excluded Individuals/Entities (LEIE).
Must meet and maintain pre-employment and periodic background investigation and adjudication for childcare.
