The Idaho Peace Officer Standards & Training (POST) Academy is seeking an experienced Curriculum Manager to lead the strategic planning, development, implementation, and continuous improvement of statewide law enforcement training programs in our Meridian Headquarters.
This position provides leadership for curriculum development across seven public safety disciplines and serves as the primary instructional design expert for POST. The Curriculum Manager collaborates with advisory councils, subject matter experts, instructors, agency leaders, and academy staff to ensure training programs reflect current law enforcement practices, adult learning principles, state regulations, and organizational priorities.
The successful candidate is an innovative instructional designer, effective program manager, and collaborative leader who can balance multiple complex projects while maintaining high standards for quality, consistency, and learner outcomes.

Example of Duties
- Lead the planning, development, implementation, and continuous improvement of curriculum across multiple POST academies and statewide training programs.
- Manage a portfolio of curriculum development projects by establishing priorities, coordinating resources, monitoring timelines, and ensuring deliverables meet organizational goals and established quality standards.
- Establish and maintain curriculum development standards, project management processes, documentation practices, and version control to ensure consistency, accountability, and continuity across programs.
- Oversee curriculum records, revision histories, project documentation, and supporting files to ensure accurate tracking of curriculum changes and instructional decisions.
- Prepare reports, recommendations, project updates, and strategic presentations for POST leadership and the POST Council.
Instructional Design & Curriculum Development
- Lead the design, development, evaluation, and revision of evidence-based curriculum using recognized instructional design methodologies and adult learning principles.
- Facilitate Job Task Analyses (JTAs), competency modeling, and performance-based curriculum development.
- Develop curriculum frameworks, learning objectives, assessments, instructional materials, and scenario-based learning experiences.
- Ensure curriculum aligns with IDAPA requirements, professional standards, accreditation expectations, and current law enforcement practices.
- Identify, evaluate, and implement evidence-based instructional design strategies, educational technologies, and emerging trends that improve learner performance and support continuous improvement
Stakeholder Engagement & Collaboration
- Build productive working relationships with local, state, and national stakeholders to support curriculum development initiatives.
- Facilitate curriculum design teams composed of subject matter experts from outside agencies.
- Guide subject matter experts through the curriculum development process while ensuring projects remain focused, organized, and on schedule.
- Foster collaboration among instructors, training coordinators, advisory committees, satellite academies, and partner agencies.
- Communicate curriculum updates, project status, and recommendations to a variety of audiences.
Quality Assurance & Evaluation
- Develop and implement processes to evaluate curriculum effectiveness, learner performance, certification examinations, and instructional quality using qualitative and quantitative data.
- Develop action plans and recommendations based on evaluation findings, research, and industry best practices.
- Conduct research and benchmarking to compare POST curriculum with national standards and emerging practices.
Leadership & Supervision
- Supervise curriculum staff, volunteers, and assigned personnel.
- Establish expectations, provide coaching, and promote professional growth within the curriculum team.
- Lead collaborative curriculum projects while supervising staff, establishing expectations, promoting professional development, and fostering a culture of accountability, innovation, and continuous improvement.
Minimum Qualifications
Good knowledge of:
- Curriculum development, planning and application
- Curriculum assessment and evaluation tools
- Theories, models, methods, practices and equipment used in education programs
- Training methods
- Statistical analysis and model development
Preferred Experience:
- Experience managing complex curriculum or training programs, including planning, prioritizing, and coordinating multiple projects while balancing competing deadlines and organizational priorities.
- Experience leading instructional design initiatives using evidence-based methodologies, including needs assessments, Job Task Analyses (JTAs), competency-based curriculum development, learning objective development, assessment design, and program evaluation.
- Experience collaborating with and leading diverse teams of subject matter experts, stakeholders, and partner agencies to develop high-quality training programs while facilitating consensus and maintaining project timelines.
- Experience using qualitative and quantitative data to evaluate curriculum effectiveness, learner performance, certification examinations, and program outcomes to support continuous improvement and strategic decision-making.
- Experience establishing curriculum standards, quality assurance processes, and documentation practices, while researching and implementing emerging trends, technologies, and best practices in instructional design, adult learning, and law enforcement training.
