Position Summary:
The Manager of Workforce Development leads the strategy and execution of initiatives that support long-term talent needs, focusing on building talent pipelines, strengthening recruitment and retention, and advancing employee growth. This role designs and manages workforce programs, including (but not limited to) apprenticeships, certifications, work-based learning, and educational assistance. This includes grant writing and grant administration. This role also develops external partnerships to support pipeline development and, as a subject matter expert, leads workforce development projects, collaborates across the organization, and uses data to drive solutions that improve internal mobility, workforce readiness, and retention outcomes.
Position Requirements:
Formal Education / Training:
Bachelor's degree from a college or university in a related discipline.
Coaching or talent acquisition certification preferred.
Workplace Experience:
At least five years' experience with this type of work.
Qualifications and Skills:
This role requires a strong background in workforce development, education, human resources, or a related field, with experience designing and implementing workforce programs. This individual demonstrates the ability to think strategically while executing and managing multiple priorities simultaneously. Strong communication and relationship-building skills are essential to effectively partner with internal leaders and external stakeholders. The role requires expertise in program development, project management, and data analysis, with the ability to translate operational insights into actionable strategies. Experience with grant writing and administration is preferred, along with the ability to work independently, lead through influence, and drive measurable results.

Key Results:
Provides leadership for workforce development strategies aligned with organizational priorities, market trends, and long-term talent needs; establishes priorities, success measures, and a multi-year roadmap.
Designs, implements, and sustains workforce development programs (e.g., apprenticeships, work-based learning, career pathways, certifications) that operationalize strategy and support recruitment, retention, and employee advancement.
Secures and manages grant funding to support workforce initiatives, ensuring compliance, reporting accuracy, and effective use of resources.
Develops and expands talent pipelines through outreach, partnerships, and workforce programs to increase the pool of qualified candidates for critical roles.
Partners with Talent Acquisition and operational leaders to convert pipeline candidates into hires and support internal career mobility through successful placement and transition into roles.
Leads and supports educational assistance and development opportunities, ensuring alignment with career pathways and organizational workforce needs.
Leads small to medium-scale workforce development projects from planning through implementation, ensuring alignment with goals, timelines, and stakeholder expectations.
Collaborates effectively with internal leaders and external partners to align workforce initiatives with business needs and workforce trends.
Drives awareness, participation, and engagement in workforce development programs across the organization.
Maintains accurate and comprehensive workforce development records, tracking participation, certifications, job placements, and career progression.
Analyzes workforce data and provides insights on program effectiveness, including pipeline development, retention, and advancement outcomes.
Evaluates workforce development initiatives and implements improvements based on data, feedback, and evolving organizational needs.
