Full Job Description

POSITION SUMMARY
The Town of Holly Springs is seeking an energetic, visionary, and service-driven Manager to lead the launch and operation of Eagles Landing Recreation Center—an exciting new destination designed to inspire wellness, connection, and community!

Opening in late 2027 as part of the new Eagles Landing Park, this state-of-the-art facility will feature gymnasiums, fitness and wellness spaces, an indoor playground, esports lounge, community gathering areas, and innovative recreation programming. As the Center Manager, you won't simply manage a building—you will help create a culture, build a team, establish operations, and shape the experiences that thousands of residents and visitors will enjoy every year.

This position is responsible for planning, organizing, implementing, and supervising the daily operations of the assigned location and all the amenities, space, staff, and programs located within the facility.

SUPERVISORY RELATIONSHIPS
Reports to the Parks and Recreation Assistant Director. Works under general guidance from the Parks and Recreation Assistant Director to ensure coordination of objectives and priorities of the department. Develops objectives and general policies and procedures for area of responsibility. Regularly exercises independent judgment and is responsible for the development, implementation and management of department programs or operations. Supervises employees and contractors.

The work schedule is business hours with evenings and weekends. The starting annual salary is $79,322.62 (Grade M).

ESSENTIAL FUNCTIONS
The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive. To perform this job successfully, an individual must be able to perform each duty satisfactorily. Other duties may be required and assigned.
Not all duties may be assigned to each position. The allocation of duties for this position will vary and will be highly dependent upon the location of work assigned.
1.Provides leadership in attracting, retaining, and developing an engaged workforce in the delivery of superior services to Town residents and businesses.
2.Manages the daily operations of the assigned location, including supervision of property, facilities, rentals, programs, and tournaments/events offered.
3.Maintain an active presence at the facility. Represent the facility in community groups and public forums, participate in public speaking events as assigned.
4.Interviews and selects new employees. Assures the provision of training, instruction, and ongoing training for the Department. Provides coaching and/or counseling. Assigns tasks, reviews work, and prepares performance evaluations. Recommends employee transfers, promotions, disciplinary action, and discharge.

5.Oversees the functionality of the building, equipment, and systems within the facility. Communicates facility needs and issues with the Town Facilities Maintenance Manager to ensure the building remains safe and fully operational.
6.Develops, refines, drills, and executes safety policies and emergency action plans for programs, events, and general activities at the facility.
7.Maintains and updates social media, website, and external signage as necessary.
8.Promotes and markets events, programs, tournaments, etc., as well as maintaining client relations on behalf of the Town.
9.Analyzes and evaluates service delivery. Meets with staff routinely to work on service delivery plans, operational policy and procedures updates, etc.
10.Responsible for the preparation of special reports, statistics, and other data to assist in making decisions, and any required quarterly, annual and periodic fiscal reports.
11.Develops division budget for review by department director(s), committee(s) of jurisdiction and submission through the budget process.
12.Monitors budget, contracts, services, costs and other factors throughout the year to identify problem areas and recommends adjustments.
13.Develops a robust membership-operational model and develops strategies to ensure established outcomes. Ensures marketing efforts are measured, evaluated and successful in achieving desired goals and milestones.
14.Approves department purchase requisitions, accounts payable invoices, and Pcard transactions; performs daily and monthly reconciliations.
15.Develops, monitors and analyzes performance measures as part of the strategic plan.
16.Recommends services to be subcontracted and oversees all approved related contracted services.
17.Ensures the programs are carried out in a cost-efficient manner. Develops goals or outcomes which are measurable and enhances the quality of cost-effective services.
18.Provides leadership and management to all assigned staff. Supervises the work of and monitors and evaluates on-going performance of staff members; assesses and makes recommendations of training needs.
19.Coordinates the negotiation, implementation, and reporting activities to secure and maintain Federal and State-generated funding, grants, and other resources with the Finance Department.
20.Performs the duties of subordinate personnel, as needed.
21.Provides backup to support to other Managers, as needed.
22.Other duties as assigned.

KNOWLEDGE SKILLS AND ABILITIES

?Thorough administrative knowledge managing a municipal recreation center including supervision of staff, execution of programs, and facility operations.
?Considerable knowledge of the principles, practices and policies governing recreation programs, facilities, events, and activities.
?Working knowledge of a wide variety of recreation/athletic interests and activities in the community.
?Knowledge of the principles and practices of recreation administration.
?Knowledge of public facility management.
?Knowledge of the Town and Department’s operating requirements, policies, procedures, and practices; and local, State, and Federal regulations related to department programs and operations.
?Knowledge of principles and practices of budgeting, fiscal management, project management principles and techniques.
?Ability to effectively utilize the principles of strategic and long and short-range planning.
?Skill in analyzing complex administrative information and issues, defining problems and evaluating alternatives and recommending methods, procedures and techniques for resolution of issues.
?Ability to research and analyze detailed information and make appropriate recommendations.
?Ability to develop department goals and objectives.
?Ability to plan, develop, implement, and evaluate projects and programs.
?Ability to develop, interpret and implement regulations, policies, procedures, written instructions, general correspondence, and other department specific documents.
?Ability to prepare, recommend and monitor an operating budget, including line item budgeting.
?Knowledge of management and supervisory practices & principles, including the ability to make final employment recommendations, preparing performance evaluations, managing time off, and maintaining personnel records.
?Ability to adapt and take control of situations, dictating subordinate activities in a responsible manner.
?Ability to instruct and train in methods and procedures.
?Ability to organize, assign, and modify the work assignment of others, and (re)-establish priorities to meet deadlines.
?Ability to establish and maintain accurate records of assigned activities and operations.
?Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.
?Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.

Work has standard vision requirements.
Vocal communication is required for expressing or exchanging ideas by means of the spoken word.

Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
Work is performed daily both in and outdoors under all weather conditions and includes exposure to inclement weather, noise, vibrations, airborne materials, chemicals and live animals.
Work is generally in a moderately noisy setting (e.g. business office, light traffic).

MINIMUM REQUIRED QUALIFICATIONS

Bachelor’s Degree from an accredited college or university in recreation administration, public or business administration, sports management, or related field.
Five (5) years professional work experience in municipal recreation including program development, planning, facility management, evaluation, including administering budgets, staff development, membership services and community relations.
Two (2) years of directly related progressively responsible administrative and supervisory experience.

PREFERRED QUALIFICATIONS

Master’s Degree from an accredited college or university in recreation administration, public or business administration, sports management, or related field.
NRPA Certified Park and Recreation Professional (CPRP) or Executive (CPRE)

OTHER REQUIREMENTS

CPR/AED/First Aid Certification Certifications must be obtained in timeframe specified by the Town.
Must pass a pre-employment drug screen, and background and criminal history checks.
Must possess a valid North Carolina state driver’s license
