Full Job Description

The Nevada Department of Veterans Services (NDVS) is hiring a grant funded, contractual Rural Health Program Grant Manager. The Rural Health Program Grant Manager is responsible for overseeing NDVS Rural Health Transformation Program (RHTP) grant programs awarded through the Nevada Health Authority. The basis of the grant is to expand coordinated healthcare access to veterans and their family members in rural Nevada, through establishing a new rural-based Adult Day Health Care (ADHC) facility, deployment of Rural Health Access & Resource Navigators, strengthening rural behavioral health programs and enhance support for Women’s Health Initiatives, in collaboration with NDVS. The target audience for NDVS program initiatives is specific to Nevada Veterans and family members of Nevada Veterans located in rural and frontier Nevada. This position is expected to work independently and with a team.

Responsibilities and Standards

· Provide guidance and oversight of department RHTP grant, to include all phases of a grant lifecycle.

· Prepare grant applications to secure continual state or federal funding, including writing/amending program descriptions.

· Develop and manage a strategic approach for the systematic review of grant compliance.

· Contribute to program planning, implementation, development, and evaluation.

· Ensure proper accountability and monitoring is established and maintained with each program.

· Develop and monitor grant program budgets, spend plan management, and state reporting deadlines associated with related projects.

· Provide information and analysis related to grant funded programs in a report or presentation format to department leadership, state partners, and the grant programs committee.

· Develop community relationships in rural communities for referrals, subgrant opportunities, and contract opportunities.

· Coordinate closely with the Nevada Health Authority, local health authorities, and veteran-serving organizations to ensure cohesive statewide service delivery.

· Perform regular site visits to evaluate the quality, outcomes, and maintain accountability of sub-awardees or contract vendors. Ensure effective contract oversight by program personnel of all vendors hired and sub-awardees for each grant.

· Develop program materials and marketing in collaboration with program staff and marketing team.

· Provide expert advisement to department leadership on strategic and innovative efforts to existing programs and policies that will drive program efficiency and greater alignment with the Department’s mission.

· Assist with grant program staffing recruitments.

· Work with grant personnel to identify current or impending challenges associated with implementing and delivering grant program requirements. Identify potential solutions and evaluate other proposed solutions for discussion and implementation.

· Integrate policies, procedures and programs with state, federal and community policies, procedures, and programs.

· Convey technical or complex information in an understandable format.

· Implement grant related policies and procedures.

· Provide effective policy analysis and recommendations for use during legislative testimony.

· Develop and implement long-range plans for new programs.

· Develop and execute quality control and performance evaluation plans for existing programs.

· Perform other grant-related duties, as assigned.

Required Knowledge, Skills, and Abilities:

· Working knowledge of grant administration procedures.

· Working knowledge of Health Program principles and practices.

· Ability to read, understand and comply with 2 CFR 200, Code of Federal Regulations, Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards.

· Ability to develop contractual agreements with partner agencies.

· Ability to collect, analyze, and interpret public health data for use by grant team.

· Knowledge and understanding of funds received & expended related to grant program operations.

· Flexibility and ability to manage competing demands; must be able to manage numerous on-going tasks in a fast-paced environment and adjust to changes.

· Ability to resolve difficult problems, use analytical judgement, and be able to process a high volume of accurate, detailed, and quality work product.

· Writing skills are sufficient to prepare succinct reports, recommendations, and justifications.

Minimum Requirements

Bachelor’s degree from an accredited college or university in public or business administration, public health, human services, social science, behavioral science or related field and three years of professional grants experience which included writing grant applications; determining grant/subgrant program eligibility; researching, writing, and implementing grant program plans; managing fiscal aspects of grants/subgrants; providing technical assistance to grant/subgrant recipients; and monitoring and ensuring grant/subgrant recipient compliance.

· Valid drivers’ license required at time of hire.

· State of Nevada/FBI fingerprint-based background check required at time of appointment.

Salary Information

Work Schedule – 40 hours per week, variable schedule to include occasional weekends and evenings, determined by business need.

This position is contracted through a Staffing Agency identified by NDVS and is funded through resources other than state funds.

Pay: $35.00 - $38.00 per hour
