Under the direction of the Building Official, the Building Inspector & Residential Plans Examiner ensures the safety of all persons in the City of Troy relating to the construction of all commercial and residential structures. This person will assure compliance with building codes by conducting inspections, enforcing all City of Troy building code, city code and zoning ordinance, and representing and acting as a liaison for litigation related to the City of Troy building code, city code and zoning ordinance.
DUTIES
- Perform State Code, City Code, and Zoning Ordinance inspections.
- Perform residential and small permit plan reviews (Examples: fences, sheds, porches, decks, supplementary structures, pools, gazebos, generators, garages, buildable, other similar items and single-family homes).
- Search and work on Expired Permits verification and compliance as indicated by the Building Official. Must follow up on correspondence, verbal and email communication, site inspections, enforcements, infractions, court proceedings and recommendations to the Building Official on full compliance.
- Search and work on Certificates of Occupancy verification and compliance as indicated by the Building Official. Must follow up on correspondence, verbal and email communication, site inspections, enforcements, infractions, court proceedings and recommendations to the Building Official on full compliance and the issuance of a new C of O.
- Perform all barrier-free site inspections as required by the Building Department as directed by the Building Official and/or Community Development Director.
- Track data for Expired Permits enforcement and Certificate of Occupancies verifications.
- File, search and register
o Search and locate property owners and upload information to BS&A.
o Correlate and search data on BS&A, OnBase, excel control sheets, share drives and other systems, as required/requested by the Building Official.
- Utilize excellent customer service skills, tact and professionalism when responding to inquiries via: phone calls, emails and/or in person includes assisting at the front counter. All complaints and inquiries must be answered in less than 24 hours.
- Follow up and take-action on non-compliance enforcements from the Building Department as directed by the Building Official.
- Inspect and open enforcements for all current Michigan Building Code and zoning violations that are related to the building code.
- Assist the Engineering Department on all enforcements, including but not limited to grade disputes, soil erosion disputes, water in the basement, sump pump and similar problems as directed by the Building Official.
- Assist the Planning Department on all enforcements, including but not limited to site disputes, barrier free, tents and similar problems as directed by the Building Official and/or the Community development Director.
- Assist the Fire Department on all enforcements, including but not limited to fire violations, fire signage, illegal occupancy of the building, illegal use of buildings, illegal storage of hazardous materials per current International Fire Code, NFPA 1, NFPA 13 and NFPA 101, tents and similar problems as directed by the Building Official.
- Work with the enforcement division as directed by the Building Official and/or the Community Development Director.
- Assist the City Attorney with subpoena orders as required by the courts and the City Attorney.
- Serve, investigate and prepare agendas for the Troy Building Code Board of Appeals (BCBA) as a liaison when directed by the Building Official.
- Assist with Freedom of Information Act requests.
- Other duties as assigned by the Building Official, the Community Development Director and/or the City Manager.
REQUIREMENTS
- High school graduate or GED equivalent.
- Two (2) years of technical or business school. A combination of training and experience may be considered.
- Three (3) years of experience in the Building Industry in any trade or category.
- Michigan Registered Code Official with the category of Building Inspector, must be current at the time of application and remain active during employment.
- Michigan Registered Plans Examiner category must be current at the time of application and remain active during employment.
- Must possess a valid Michigan driver license with a good driving record (based on City of Troy standards). Out of state applicants must provide current driving record at time of application and obtain State of Michigan license within one (1) month of appointment.
- As a condition of employment, the successful candidate must pass a pre-employment physical and drug screen (including marijuana).
PREFERENCES
- Current licensed Michigan Builder.
- Experience working in a Municipal or State Building Department environment.
HOURS
Regularly Monday – Friday; 8:00AM – 4:30PM
