Fire Marshal & Emergency Management Coordinator
New Garden Township, Chester County, PA, is seeking a full-time Fire Marshal & Emergency Management Coordinator. The successful applicant for this position must possess strong technical acumen in at least one area of the position, with the willingness and motivation for continuing education to quickly achieve subject matter expertise and required certifications in the other program area, effective communication skills, the ability to multitask on several projects, and provide excellent customer service, outreach, and education to the community.
Duties include but are not limited to:
Fire Marshal
· Supports the Township’s local code enforcement program
· Monitors and enforces a variety of applicable ordinances, codes, and regulations related to fire codes, building codes, property maintenance, health & safety, nuisance housing, health and safety, blight, waste, zoning, land use and other matters of public concern
· Serves as a resource and provides information on Township regulations to property owners, residents, businesses, the public, and other Township departments and divisions
· Inspects commercial properties and job sites for compliance with Fire Prevention Codes Ordinances and informs property owners and tenants of violations and conditions and the corrective actions required with site follow-ups to ensure corrective action has been implemented
Emergency Management Coordinator
· Develop and maintain local policies, procedures, and plans regarding emergency preparedness and response
· Alignment of local policies and procedures with the County Hazard Mitigation Plan
· Serve as the Township’s liaison between local and County first responder agencies
· Develop educational and community outreach programs to inform citizens on overall emergency preparedness
· Plans, manages, and conducts emergency response training exercises involving internal staff, outside agencies, and governmental personnel
· Maintain required state and federal emergency management certifications
This position requires a considerable amount of technical fieldwork with some administrative duties and reports directly to the Director of Community Development and Life Safety and coordinates closely with other department staff with respect to active case management and collaboration. Some work after hours is required.
Qualifications
· Associate or Bachelor’s degree in a relevant field of study, with at least 5 years of professional experience and/or training is preferred
· Knowledge of building standards (e.g., I.C.C., PAUCC, International Fire Code, International Building Code, International Code Council).
· Certified by the Pennsylvania Department of Labor and Industry in following categories;
o 18 Fire Inspector (required)
o 10, 12, 13, 14, 15, 20, 21, 22, 23, 24, 26, 27, 28 & 29 (recommended).
· PEMA Emergency Management Coordinator Certification (Municipal Professional/Associate) (recommended)
· A valid driver’s license is required
· Prior municipal experience is highly desired.
· Bilingual (Spanish) speaking ability is considered a plus.
· Prior military or law enforcement service considered a plus.

Employment is contingent upon the successful completion of a background check and any other pre-employment screenings required for the position and permitted by law.
Expected hiring salary is $70,000 -$80,000, dependent on qualifications and experience.
Pay: $70,000.00 - $80,000.00 per year
