Full Job Description

The New Jersey Attorney General's Office, Office of Justice Data, is looking for a Research Data Analyst 2 to join their team. This position is in Trenton, NJ. The salary for this position will fall within the range of $83,582.01 to $122,831.91. Salary offered is non-negotiable and will fall within the range posted.

ABOUT THE DEPARTMENT:

The New Jersey Attorney General has broad oversight of the state’s legal and law enforcement matters. As the head of the Department of Law & Public Safety, the Attorney General supervises a wide range of Divisions, Offices, and Commissions, consisting of 2,800 uniformed officers, 600 lawyers, and thousands of other public servants. The Attorney General’s responsibilities can be divided into five subject matters: criminal, civil, regulatory, grant-making, and juvenile rehabilitation.

ABOUT THE SECTION:

The Office of Justice Data coordinates data collection and analysis across the Department of Law and Public Safety, including its criminal, civil, and regulatory agencies. Launched in 2021, OJD focuses on promoting transparency and accountability through timely and accessible public data releases, and particularly in the areas related to criminal justice. OJD also works to ensure that policymaking across the Department is rooted in data and rigorous statistical analysis.

ABOUT THE POSITION:

Under the limited supervision of a Research Data Supervisor or other supervisory official in the Department of Law and Public Safety (DL&PS) Office of Justice Data (OJD), Law Enforcement Professional Standards (OLEPS) or Juvenile Justice Commission (JJC), independently performs a variety of complex tasks which include advanced research and data analysis; collection of data, scheduled report maintenance, and statistical work in one or more programmatic or investigative areas, utilizing structured and unstructured data from existing reports and resources for statewide business improvement; does all related duties as required.

· Designs and implements data collection protocols to acquire new and existing data through valid, industry recognized methods, including but not limited to surveys, focus groups, and interviews.

· Assists with the subsequent analysis and reporting of findings.

· Conducts statistical work in a variety of subject matters.

· Implements research projects and/or data models.

· May produce data dashboards, evaluation reports and visual aids and identify trends and patterns using historical data.

· Independently, or as part of a team, develops strategies and solutions for addressing immediate and ongoing information necessary to solve problems and improve programs, processes, services, systems, and operations.

· Research, compiles, and analyzes structured and unstructured data from new and existing sources.

· Conducts and interprets descriptive statistical analyses using appropriate software to test research hypotheses and to formulate conclusions and recommendations.

· Prepares research, statistical, and ad-hoc reports including verbal, written, or graphical presentations of findings.

· Presents research findings to include discussion of potential implications.

· Analyzes complex written and numerical data regarding general governmental and organizational problems.

· Develops and evaluates alternatives, recommendations, solutions, and conclusions or approaches to research problems.

· Adapts and applies formal research methods and principles to research problems.

· Designs and validates studies while analyzing the accuracy of data collected.

· Analyzes quantitative and qualitative data to reach sound conclusions and/or make recommendations.

· Identifies improvements, originates, and develops new solutions which depart from traditional and existing patterns.

· Identifies required data, information, materials, and resources needed to complete/perform a project.

· Presents findings in verbal, written, and graphic form; facilitates discussions regarding findings and provides recommendations for policy, practice, and programmatic change.

· Identifies and uses a variety of analytical techniques to resolve or provide information regarding complex research and data problems.

· Consults with and advises administrators or other interested parties on a wide variety of subject matter areas.

· Recognizes when issues, activities, and/or decisions need to be elevated to management and communicates this information effectively to others.

· Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

REQUIRED QUALIFICATIONS:

Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience.

· Seven (7) years of professional experience in collecting, analyzing, reporting, and disseminating large volumes of data using statistical techniques to identify trends or patterns in complex data for research projects; including or supplemented by 18 credits in social sciences, criminal justice, statistics, or a closely related field.

· OR Possession of a bachelor’s degree from an accredited college or university, including or supplemented by 18 credits in social sciences, criminal justice, statistics, or a closely related field; and three (3) years of the above-mentioned professional experience.

· OR Possession of a master’s degree in social sciences, criminal justice, statistics, or a closely related field; and two (2) years of the above-mentioned professional experience.

· OR Possession of a Ph.D. in social sciences, criminal justice, statistics, or a closely related field; and one (1) year of the above-mentioned professional experience.

"Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.

OTHER KEY FACTORS:

· Appointees will be required to possess a driver's license valid in New Jersey.

· All offers of employment are conditional subject to the applicant agreeing to and then passing a background check that may include fingerprinting.

· Preference will also be given to applicants with expertise in data coding, restructuring, visualization, process & workflow development in addition to R, Python, SQL, Tableau, SPSS, SAS, Stata, Power BI, Power Automate, or VBA.
