Our team assists clients with government bids, proposals, compliance requirements, certifications, and post-award responsibilities.
We are seeking an experienced Government Bid Specialist / Proposal Manager to independently manage government bids and proposals from initial review through final submission.
Responsibilities
- Review government solicitations, RFPs, IFBs, RFQs, and bid documents
- Identify all submission requirements, deadlines, forms, and compliance items
- Create detailed bid checklists, project plans, and internal timelines
- Coordinate with clients to obtain pricing, references, certifications, and supporting documents
- Complete government forms, affidavits, certifications, and bid attachments
- Draft, edit, and organize proposal responses
- Coordinate with estimators, insurance brokers, bonding agents, vendors, and internal staff
- Monitor addenda, agency updates, pre-bid meetings, and question deadlines
- Perform final quality-control and compliance reviews before submission
- Submit bids accurately and on time
- Manage multiple active bids and competing deadlines simultaneously
- Provide clients and management with regular status updates
- Handle post-bid clarifications, best-and-final offers, and award documentation
- Help improve internal bid-management systems, templates, and procedures
Required Experience
- Prior hands-on experience with government contracting, public-sector bids, or government proposal management
- Experience reviewing and responding to RFPs, IFBs, RFQs, or similar solicitations
- Strong understanding of bid compliance, submission requirements, and government forms
- Proven ability to manage a government bid from initial review through final submission
- Excellent organizational and project-management skills
- Strong written and verbal communication skills
- Exceptional attention to detail
- Ability to read and understand lengthy and complex solicitation documents
- Ability to manage strict deadlines and multiple active projects
- Strong Microsoft Word, Excel, and PDF skills
- Ability to work independently and take full ownership of assigned bids
Preferred Experience
- Federal, state, county, municipal, education, housing authority, or public works contracting
- Construction, security, professional services, facilities, transportation, or related industries
- Proposal writing and technical response development
- Government certifications and vendor registrations
- SAM.gov, state procurement portals, and public bid platforms
- Bonding, insurance, prevailing wage, certified payroll, or post-award compliance
- Experience supervising proposal coordinators or junior bid staff
Ideal Candidate
The ideal candidate has direct government contracting experience and understands how to take a solicitation from initial review through final submission.
This person is highly organized, detail-oriented, persistent, calm under pressure, and comfortable taking full responsibility for deadlines and deliverables.
We are looking for someone who does not simply assist with proposals, but can independently own the entire bid process.
