The Office of Legislative Services (OLS) is an agency of the New Jersey Legislature established by law to provide professional, nonpartisan staff support services to the Legislature including its officers, members, committees, and commissions. OLS operates under the authority of the Legislative Services Commission, a 16-member bipartisan panel with equal representation from each House of the Legislature.
The goal of OLS is to facilitate the work of the New Jersey Legislature and to enable and promote public understanding of the legislative process. As nonpartisan employees of the Legislature, OLS staff are prohibited from engaging in political activity or taking a public position with regard to any matter before the Legislature.
Description: Under the general direction of the Assistant Director, position oversees the leasing and management of the district office program, which provides members of the Legislature with office space in accordance with Joint Rules. The position procures commercial office space and provides services and support for up to 120 Legislative district offices throughout the State. This position averages 25% of weekly schedule out of the office, traveling between State owned/leased properties.
Duties include: manages district office program team; conducts site visits; oversees lease negotiations; monitors rental payments; oversees security upgrades and monitoring services, maintenance, and cleaning services; liaises with the Fiscal and Facilities teams to ensure offices are furnished and maintained; serves as committee aide to the Joint State Leasing and Space Utilization Committee; provides reports and forecasts on all district office leasing, maintenance, and landlord/tenant compliance issues; and performs related duties as assigned.
Requirements:
Education*:
- Bachelor’s degree from an accredited college or university in architecture, interior design, construction management, real estate management, project management, facility management, or a related field.
* Foreign degrees and/or transcripts must be evaluated by a recognized evaluation service such as the National Association of Credential Evaluation Services and Association of International Credential Evaluators, Inc. at applicant’s expense. Please attach copy of transcript and evaluation with application. Candidates will not be considered for the position if they fail to provide all requested documents upon initial submittal.
Experience:
- Six years of increasingly complex professional experience in leasing, lease compliance, facilities/property management, and/or managing construction services.
Preferred Experience:
- Two years of supervisory experience.
Substitution:
- Applicants who do not have a bachelor’s degree may substitute additional paid experience, on a year-for-year basis, and must have a minimum of 10 years of experience.
Driver’s License:
- Possession of a valid New Jersey driver’s license is required, as the operation of a vehicle is necessary to perform the essential duties of this position.
Additional Requirements:
- Ability to traverse construction sites safely, including but not limited to, climbing ladders, walking roofs, traversing scaffolding.
- Ability to occasionally work extended and/or modified hours to meet the needs of the Legislature.
Residency Law: Pursuant to the “New Jersey First Act,” all persons newly hired by the Office of Legislative Services, unless exempted by the law, shall have one year from the date of employment to establish, and then maintain, principal residence in the State of New Jersey. New Jersey State employees hired prior to September 1, 2011 who transfer from another State of New Jersey appointing authority without a break in service greater than seven days, but who reside outside the State of New Jersey are not required to change their principal residence to New Jersey in order to comply with the Act.
Authorization to work: Selected candidates must be authorized to work in the United States according to the department of Homeland Security, United States Citizenship and Immigration Services Regulations. The Office of Legislative Services does not provide sponsorship for citizenship to the United States.
Pay Transparency: The salary range for this position is $133,250.00 - $145,250.00.
