Full Job Description

Disability Rights New Jersey seeks a full-time attorney as Director of Investigations and Monitoring under the supervision of the Executive Director. Disability Rights New Jersey conducts investigations and monitoring and provides legal assistance to individuals with disabilities in New Jersey.

Disability Rights New Jersey is the designated protection and advocacy agency for people with disabilities in the diverse state of New Jersey, providing investigation and monitoring, individual and systemic advocacy and legal representation, training, technical assistance, and outreach to protect legal, civil, and human rights.

This position requires a law degree from an accredited college, as well as membership in the NJ Bar within one (1) year of hire date. At least 10 years of experience, including knowledge of the laws and systems that provide oversight of licensed setting, is preferred. The salary for this position is $110,000, depending on experience, as well as a generous benefits package.

This candidate must also be able to obtain and maintain any necessary federal security clearances required by federal funders.

RESPONSIBILITIES:

Provides legal oversight to all activities and work of the Investigation and Monitoring Team.
Responds to end-of-life consultations with the NJ DHS Bureau of Guardianship Services.
Develops, oversees, and implements agency investigations and monitoring policies and procedures.
Supervises and provides support for the Representative Payee Program Manager and Review Team
Collaborates with Representative Payee Program on abuse and neglect or monitoring referrals between teams.
Develops investigation and monitoring plans and provides consultation to Legal Team and Program Coordinators on work plans that require an investigation or monitoring component.
Approves, directs, and supervises the implementation of investigation and monitoring plans and activities.
Provides support to agency staff around planning investigation and monitoring activities, including consideration of resources and priorities.
Provides training to agency staff on P&A investigation and monitoring work, including scope of P&A authorities.
Directs, supervises, and evaluates agency staff assigned to conduct investigation and monitoring activities.
Directs use of resources needed to implement investigation and monitoring activities.
Creates investigation and monitoring projects on DAD reflective of approved work plans and assures timely documentation in DAD of project documentation.
Prepares quarterly reports of investigation and monitoring activities for board report and program coordinator quarterly reports.
Completes administrative requirements and necessary documentation required by the agency.
Undertakes Program Coordinator duties as identified in Program Coordinator Job Description.
Participates in staff training and development activities, including case review, staff meetings, and conferences, including continuing legal education.
Participates in outreach, technical assistance, and training activities.
Performs other responsibilities as requested by the Executive Director.
Must perform time recording in DAD/ADP consistent with Employee Handbook.

KNOWLEDGE and ABILITIES:

Knowledge of the laws governing licensed facilities, home and community-based settings, and other settings where people with disabilities work, live, and spend their day-to-day lives, with an emphasis on the rights of people with disabilities.
Experience in representing a non-profit organization with its state and advocacy partners.
Expertise in project management including knowledge of agency functions, project development, and budgetary considerations.
Demonstrated ability to supervise personnel and delegate responsibility.
Demonstrated ability to understand and comply with agency policies and procedures.
Show interpersonal skills, sensitivity to other people, and ability to work with others cooperatively.
Demonstrated ability to analyze complex problems and develop creative solutions.
Demonstrated ability to communicate effectively orally and in writing.
Demonstrated ability to lead teams.
Ability to effectively deal with and negotiate through confrontational situations and stressful interactions.
Ability to obtain and maintain all federal security clearances as mandated by federal funders.
